seller put textbook into a priority envelope sent as media mail and only charged for media mail, but the mail carrier said postage was due and it was the price of the whole auction bid and shipping so idk if i should just send back and request refund through ebay or paypal or see what seller wants to do?

Contact your seller, explain the situation and ask them to send you the postage due through Paypal.
Otherwise, it is up to you whether it is worth it to pay the difference knowing you may not get reimbursed by the seller. If not, refuse the shipment.

If you already paid the postage due and you send it back, the seller only has to refund you the amount you paid plus return shipping (for a Not As Described).
If you didn't pay and the post office is holding it, see if you can take a picture of the Postage Due notice and send that off to your seller. If you refuse the package because of Postage Due, you would have to submit that proof to eBay to be covered for a Money Back Guarantee return/refund.
It really depends on what you've done (paid or not), but I'd write something along these lines...
Dear seller,
I received the book, but there is a problem with the postage. While textbooks can ship via Media Mail, if you use the free Priority Mail supplies, Priority postage must be paid. Since there was Media Mail postage paid on the Priority envelope, the post office charged/is charging $x.xx for postage due. Please refund me that amount.

I told them to hang onto it Im not paying double for an item the usps did write on a card notice card saying item is available and how much postage is due. Idk how to say I want a refund through ebay, or paypal currently because of this shipping issue contacted the seller no answer probably hoping issue goes away or something.

Give the seller a couple days to reply. Not everyone is on the computer all the time.
You do have options if the seller does not reply. PayPal will allow you to file a SNAD for postage due and you will get a refund for that amount only without sending the book back. I would consider doing this as if it is a text book you probably need it right?
The other option is to let it go back. The seller will have to pay the postage due and refund you, but then you will need to get your textbook elsewhere.

If the seller doesn't cooperate, PayPal allows you to open a "not as described" complaint because of postage due.
