If the internatinal buyer uses the shopping cart, so one order with multiple items, one payment, one delivery address, the domestic portion of the shipping charge will be combined and charged according to my flat rate and applicable promotional shipping discounts?

Re: You have been automatically enrolled into eBay International Shipping

So, am I understanding you correctly that Ebay, under this new international shipping program, actually lets you as the seller KEEP the money you earned on the international sale even when the item is returned? And then does Ebay keep the returned item and refunds the international buyer out of its own pocket?? That seems like a recipe for bad quarterly earnings, not that I care about Ebay's earnings other than how they affect my fees. Also, does Ebay then stipulate the international return window, when they have tried for years to get sellers to provide a 30-day or longer return period or no returns? I currently have no returns on most of my few remaining auctions. But if Ebay is going to let me keep my money even if the buyer returns the item, welp.... I won't care about that return window any longer.

Re: You have been automatically enrolled into eBay International Shipping

I got the notice this morning. I think I have it figured out with one exception. If I have free shipping on the listing does that mean I'm on the hook for the international shipping or do I only pay for the shipping to the Ebay processing center?

Re: You have been automatically enrolled into eBay International Shipping

Does it matter if the listing is:

Seller Does not accept returns

Returns accepted,  buyer pays return shipping

Free returns

You only pay to get your item to Illinois.

No; the international buyer has no ability to put items in a 'cart' when they are buying items that a seller is enrolled in EIS. Reason being; each item has a code on the address and each item has a weight/size so that the buyer is charged the correct amount (assuming the seller has inputted the correct dimensions/weight).

There is no 'combining' and no 'requesting/sending an invoice' (at least at this time)

Re: You have been automatically enrolled into eBay International Shipping

That could be a problem but you can always cancel the sale with the buyer requested. before they respond to you. I am sure that 99% of them will agree to save on shipping. The one thing that could be a problem is if the buyer does not speak and understand English well and might not understand that you are going to do a private listing just for them. It is more work especially if the seller types slow and works all day and can't take time to retake photos and retype an ad.

So far, 2 of my 3 international sales have been to the same buyer in Canada and he speaks English.  He already knows what to do and I know that he is going to buy from me again since I have at least 60 more of these Wiking cars.

I'm just going to take it sale by sale.  I am blessed with knowledge of Spanish and my husband speaks Italian so that will be handy just incase I get buyers that only speak those 2 languages.

No.  The buyer sees that Ebay will handle returns in International sales.    Hopefully, the foreign buyers do not see it as a chance to get freebies and screw Ebay at the same time.

Thank you for clarifying this for me.  This is the reason I do not think EIS will work for most of my listings (at this time).

@mcdougle4248   Actually EIS will work FANTASTIC for you since...

you exclude all International Anyway, so nobody ever gets to see or buy your items;

With EIS, they now will be able to; as well as you are protected on all neg feedback and refunds as EIS refunds the customer for whatever reason.

All it will do is give you MORE opportunities to sell your items. You have NOTHING to lose and EVERYTHING to gain.

IDK, I do not see any buyer incentive (value) to pay $3.65 per ornament + 3.98 domestic shipping + international shipping.  I guess if the buyer feels it is worth it, I should not be concerned?  Honestly, this is a tough place for me to go.

I could try to do as @ms.rodriguez* suggested in her post, but holy cow, during the holiday season I may find myself in a real customer service dilemma.

ETA  Thank you for your help.  I appreciate your input.
