As a sports card seller I'm very excited about the new standard envelope option.
Am I to understand that as long as the card is under $20, it can be shipped in ANY envelope, including a bubble mailer, as long as it's under 1/4" thick?

eBay will probably clarify this next month when the new service is launched.
It seems to be for regular USPS letters, which can be any envelope within the dimensional limits of "Not more than 11-1/2 inches long, or more than 6-1/8 inches high, or more than 1/4 inch thick. If your bubble envelope is within that even with the card(s) inside, it will probably be OK.

One of the reasons for the extra-early announcement could be because one of the staff accidentally published the information early and lots of people saw it (and so started asking questions) before she took it down.

How is the post office to know what is inside? In other words, can I use this to ship embroidered patches, decals, bumper stickers, etc as long as they fit the size perameter?
Or is it that eBay will only show the option to those cards it deems to fit the parameters?
Is it likely stamps.com and pirateship will follow suit?

Of course the PO doesn't know or care what's inside. eBay apparently plans to offer this shipping option only when a seller is purchasing postage for items that had bee listed in the specified category(ies).

I would worry about cards getting bent. At least a sleeve and top loader should be used.

It's not clear if the envelope will be bendable or not.

I had the thought that smaller bubble mailers would be allowed and I would prefer to use. You could fit a couple of cards in top loaders in a bubble mailer and be under 3oz. However there is the one statement on the guidelines that causes me pause
most of my bubble mailers are plastic. I suppose I can get some paper ones. they sit right on the 1/4 thick. so I think this is very borderline. It would be nice if ebay showed some additional examples of allowed and not allowed
