USPS send back to me, wrong postage help?

Hello, i am a seller, just recent sold a plushie i package it came out to 15oz printed the label it cost me $5.53 first class with 40% off ebay, drop it off at USPS (did not go to the teller) 5 days later it gets return to me. During those 5 days no updates on the tracking when it got back to me the tracking read "because it could not be delivered as addressed." the package had a purple sticker "label 424" and other sticker white with red stamp postage $8.95. Just want to know where did the problem come from me or the buyer? Is USPS saying they want $8.95 for the package? how when ebay charge me $5 something , 40% off from $ 8.95 is $5 something or the seller had a bad address? i contact the seller and he asked me was i gonna reship it or ask for a refund i told him ill reship but you have to repay for the shipping again ( no answer yet i live in the east his from the west) if i reship how do i do it without having this problem again

There is no difference in the price of a 15oz versus 15.9 package.

I'm not sure if it is broken Datamatrix code or if it is a weird wrinkle since it is a poly bag.

Yeah my printer is messed up saving money to buy another I try to fix by getting the lines to line up correctly but still doesn’t work I’m just wasting ink but I don’t think it’s my printer I have sold items after this item and all have been delivered with no problem expect this plushie

I find that surprising, but I don't know the details of the Post Office processing and sorting flows.

I have to assume the systems HAVE to scan the Datamatrix barcode in the upper right corner to validate correct postage paid - a readable postage amount does not have to be present on a label, and if it is, it can be spoofed. The datamatrix data can not be as there's a digital signature, Postage creator info, serial number, originating zip code, etc in there.

The datamatrix barcode in that image you posted in not readable (broken by those columnar shifts), and I doubt USPS scanners or software are coded to correct for that sort of damage. So I don't know how your stuff made it through unless someone is manually overriding the automated systems based on the human readable bits and letting the pkgs go through (unlikely since you stealth the postage amount)

I'm still trying to figure out exactly what the $8.95 amount is.

OP said printer is messed up, the poly bag isn't wrinkled (look above and below the label), and there are two, sharply defined columnar shifts up.

Indeed. Neither of the bar codes on that sticker are legible enough to scan; thus the USPS cannot determine if any on-line postage was really paid. It looks like the paper was managing to shift side-to-side while printing. Perhaps the printer guides were not properly narrowed down to paper width, or the print head was occasionally snagging the edge of the paper as it passed back and forth, and the paper shifted to either side several times as a result.

This package is marked off in red, how did seller get the package back?

Printing looks like it's off though.  Lines don't line up.  

Weight seems to be okay unless scale is off too.

Uninstall printer. Disconnect, remove ink and paper. Take some canned air to the works of the printer. Sometimes bits of paper get piled up, especially if you are using or have used a low quality or textured paper. 

 

Reconnect the printer and reinstall, seating the ink and paper back in place and see if that solved the issue. Sometimes the smallest things will cause a problem.

 

Beyond that if this does not work you need to either get a new printer or stop at your local library to print off your labels.

The seller's return address on the label was plainly visible to the post office, so it could be returned. The warning label was pasted over the buyer's address only. The black scribbled lines obscuring the return address in the photo (and the barcode tracking number) were drawn on the image before it was posted here.

 

The problem in this case is that the vertical shifting of portions of the label has made its bar codes un-scannable, which also explains why there were no tracking updates during its 5 days with the USPS. The only way to post a tracking update for that label would have been to key in the tracking number digits by hand.

No, not on ebay labels, but if the post office finds a pkg over the weight marked, they will put it to the correct weight, in this case 1 lb, so it will then go out of its eligibility for 1st class and go into Priority pricing.

 

But it does look like the bar code is wrinkled up. May be what brought the pkg to their attention in the 1st place 😞

No they won't. Postage due is based on the postage paid, which is obtained from the 2D data matrix barcode by automated systems (although they may OCR any non-stealthed visible postage amounts - unknown) and by point scans of of the datamatrix barcode or reading of any visible postage amount by a human.

Online postage paid for 12 oz is sufficient postage for a 15.99 oz pkg.

I thought post offices only recognized 1st class weight up to 13 oz

A First Class Package, online PC Postage, Commercial Base price shipping label can be used for up to 15.99oz

Has nothing to do with First Class Pkg Retail postage (via stamps or paid at the PO counter) which IS limited to 13oz.

You are WRONG. I have been a mail carrier since 2000, and on eBay since 2004. 

 

I find short paid packages almost daily. Stealth postage doesn't matter. We can pull up what has been paid and figurer the difference to collect. 

 

Todays haul was small. Only a 3# Tyvek with a FRE label.
