I have no idea why I'm making an ordered list. When I was trying to type, Dude's username became a hyperlink and I had a heck of a time getting back to regular text.
This dude lied. The postal clerk lied. eBay support lied. I had both my property and my money stolen.
eBay is such a trash marketplace. USPS is a trash carrier.
All of this trouble just to try to get $6 and change... and that's not even including the actual cost of the item. That's how much I was going to get from the sale after paying for shipping and for eBay's ridiculous fees. The item sold for $14.99 + free shipping. I was only going to get $6 and change... less than half of what I sold it for. How's that fair? And then, on top of that, when you sell an item on eBay, it keeps a tally of how much money you're receiving. Thing is, it doesn't take it's own fees or shipping fees into consideration!
Why should I be made to suffer when literally everyone failed me, fed me incorrect information, put me through situations that I shouldn't have been in, and didn't choose shipping with insurance attached?

All USPS package postage (except Media Mail) includes $100 of insurance coverage. After 21 days, you can file an insurance claim based on lost package.

Not much to say.
You seemed to have provided poor customer service.
You owed the buyer a full refund for not getting them their item.
You filing an insurance claim is something you do completely separately.
Insurance isn't for buyers, it's for sellers to seek reimbursement.
Buyers are protected by eBays Money Back Guarentee and will come out of your pocket.
The only difference for a buyer between priority and ground advantage is the possibly delivery time.
But this ends up costing you more because eBay had to force the refund.

You have been on Ebay for some time as a buyer and it appears you experienced some of the same issues.
Learn from those mistakes and list items that are worth your time. Selling a lamp for $15 w/free shipping would not be something i would suggest doing again. A lot of work for a few dollars.

You're going to sit there and proceed to tell me that I provided poor customer service?
I got them their item. It was in the mail promptly. I did my part, to the T. I even made sure I was sending them the desired color by asking them, since they failed to tell me when they purchased the item as stated in my description. The USPS lost it once they had it. You can't tell me that I didn't get them their item. I didn't have anything to do with USPS losing it.
This guy also lied, not just once, but twice. Even though I was responding to him, promptly, he kept claiming that I wouldn't talk to him. On top of that, he also gave me a feedback he claimed to belong to someone else and I had to go through the effort of figuring out how to send him a revision request. I had to deal with way too much over this whole situation, and I'm still dealing with it.
eBay lied to me too, told me that something was going to happen a certain way, and it didn't. Then they stole my money that they told me that I was going to get to keep as long as I did nothing with the return.
Also, it was a "Return Item" request that was put in. Where's my item? I haven't received it. The buyer didn't return my item, so why do they have their money back and all I have is a hole in my pocket? Once again, I DID MY PART. And I'm still doing MY PART.
I'm never selling anything on eBay again. I'd rather just throw stuff in the trash than gamble wasting valuable time and energy on this garbage customer service from eBay... since, at the end of the day, I am a customer of eBay. It's just too much effort for too little payout. I can spend time actually making money instead of dealing with this.
Edit: Additionally, feel free to point me in the direction of where I can find proof of a $100 automatic insurance on every label sold by eBay? This package wasn't sent priority. It was sent through whatever the lowest cost option was, can't think of the name right now but it wasn't media mail. Again, I put the option of purchasing an upgrade to Priority Mail on my listing for $5.00. In my opinion, the customer's decision not to go with that insured option means that they forfeited their money in this particular case, as they didn't find it worth insuring. Now I'm suffering for it.

Until item is delivered by a carrier, seller is 100% on hook for the item to the seller. Buyer only comes into play once they have possession at their delivery location. That is standard retail. Some businesses try to claim they are out of the picture once they ship - wrong. Lots of case law defines it.
I can also confirm there is not automatic insurance upon every envelope/parcel shipped via USPS. Ground Advantage & Priority Mail have included insurance. First Class, Parcel Select, Media Mail do not. Added service for insurance.

Sorry, you haven't done your part until the buyer receives their item in the condition stated in your listing.
If the buyer never received it, how are they going to return it.
You should have refunded without returning, then you deal with USPS.
Buyer doesn't have to choose shipping with insurance.
Insurance is for the seller and the buyer is covered by the MBG.

It doesn’t seem like you want to accept the fact that buying insurance is the SELLER’s decision … NOT the buyer’s.
It is a shame that you weren’t given accurate advice from customer support … but at least you got the negative feedback revised. I strongly recommend you read up on shipping and selling before shipping more items.

From your post it seems like you have a lot of mis-conceptions about how eBay commerce works. When you are selling on eBay, you are playing by their rules, and what you think should happen is not at all related to the reality of what will happen on eBay and through their dispute resolution processes.
Bottom line, you might have insurance and be able to file a claim. For some reason you mention Priority Mail as an upgrade but don't specify which method you actually used to ship the order. If it was Ground Advantage I think there is $100 in insurance on GA packages automatically.
Packages routinely do not get scanned at various points during shipment. Sometimes a package may not show a tracking scan until it is out for delivery or delivered. If a package is lost in transit after several days you can file a missing mail case with USPS. That will often help locating a package as long as it still has readable bar code/address label.
Packages do sometimes actually get lost/damaged. It happens and is part of the cost of doing e-commerce.
