I have 4 items go out for delivery on the 28th, the tracking shows all 4 items were delivered at the same time and place. but I only received 2 of the 4 items.
I checked with my family and the people next door and I could not find the 2 packages. I got with the post office any they could not find the two items ether.
I told the two sellers on the 28th and have been keeping them upto date, one said nothing the other offered a 3$ refund for the 15$ item.
At this point what should I do? The two missing items were sent first class and the tracking says delivered.
The sellers are not intirely at fualt but they used the USPS to deliver the itmes and it is there reposabilty to make sure I get the itmes. But I'll never win a non delivery case when the tracking says deliverd and a SNAD would not be right as I have nothing to retrun.
What sould I do at this point?

BUYER CLAIMING NO DELIVERY / USPS PROVES DELIVERY WITH TRACKING!
HOW DO i APPEAL AN APPEAL?
I had a $200.00 sale that was delivered.
Buyer claims he did not receive.
I presented the sale and tracking information.
He filed a claim/appeal with Ebay. Ebay favored Buyer, and eBay refounded the
$200.00, leaving ME with nothing,
B S !
Tracking comfirms the address, day, 'left on porsche' and time of day.
ZIP codes are validated pre-delivery before the package is delivered.
I can deal with USPS insurance claim, not the issue.

yes, anything else would be considered insurance fraud - while I can sympathize with the OP because I had an item that said "Delivered" and it was not in my mailbox - seller only advised me to contact eBay; eBay told me to contact PP; PP had me get a police report and give them the number; after that PP sent me an Affidavit to file out, sign and return to PP; final result - no refund. After three (3) "no's" I gave up. It was not a high dollar item maybe no more than $20 w/shipping. And it was not insured so no need to attempt a claim with the PO because according to their scan, it was "Delivered." Case Closed

My guess is you didn't upload the tracking as advised to do in the buyer's claim. That's pretty much the only way you would lose an INR case for a $200.00 item that tracking shows delivered or you used a delivery service eBay couldn't verify on line.

This is not true. If the buyer wins the Charge back, Paypal will deduct the amount from the seller's account.
I happen to have some actual experience on the banking end of this and know a little how it works. Proof of sending the item to the correct address is all you need for winning an initial chargeback however, if the buyer contests this by appeal, you need proof of delivery to correct address. TRACKING with proof of sending to the correct address and confirmed delivery is all the seller should need need but, this step actually looks farther into the situation and can take up to 3 months to solve. Signatures help with the process but, are not nessassary unless the purchases are over a certain amount. There is a fee the financial institution is required to pay to fight a chargeback (in this case paypal). It is likely that some selling venues require the signature confirmation to fight a chargeback because there cost to that fight.
In the end the the financial institutions are the most fair in the decisions. They care about nothing but proof. Whomever has the most proof (not just words but actual proof which can be examined) will win the chargeback.
The seller is covered by Paypal's seller protection, the seller may technically lose the chargeback, but Paypal will eat the costs.

ahamilton... take the tracking numbers to your post office and ask them for delivery notes. Most times these days they leave notes like delivered on front porch, or by garage, etc. As a seller, I wouldn't tell you tough luck tracking shows delivered you figure it out on your own, but the seller is limited in how they can help. This is the advice I give when faced with this problem as a seller...Talk with your neighbors, the person who actually delivers the mail to your home, look by bushes or other areas around your house as some carriers leave items in hard to see places to deter theft.
If not found...after 30 days you can file a lost item claim and a good seller would help you out with that. But you can do it on your own with the tracking number. Unless it was shipped Priority which has an automatic $50 to $100 insurance......or had added insurance if shipped First Class or Parcel Post...with out some type of insurance you may just be out of luck. In the future... have sent to a P.O. Box...if seller doesn't ship to PO Boxes...use your physical address PLUS Box ??? as your address...example... I have a PO Box...no mail box at my home so when I encounter a seller who won't ship to a PO Box, I use my street address 222 South Blah Street Box 222 and it gets put in my PO box anyway. Or ask and pay for signature delivery. It is very common these days for Postal worker theft to occur or just low life's driving around stealing packages. And it's not the sellers fault but they shouldn't leave you out to dry like these 2 obviously have.

Follow up on USPS. Find out who delivered the item. Where did they deliver it? If they have proof that it was delivered to you, it means it could have been stolen. If the item was not delivered at all, it will be returned to the seller after about two weeks. But some times, the item might be in one facility for months and even forgotten. You might need to go to your local USPS facility to search for it, calling them on phone might not be enough. It might not to be in that particular facility but they will be pressed to contact other facilities on your behalf. We are talking out of experience. Some times it could have been delivered to the wrong adress or wrong mailing box. One of the best ways of shielding yourself from package theft, is to request for your items to be delivered to you in person,mail box or the USPS facility. You can go to USPS and request for that or you can fill the form online. You dont need to pay anything for it.

I was fighting with them over this delivery option - to no avail. They just load all the packages into the USPS van, and just deliver them.
I even had a mail HOLD request (temp, for up to one month), and my packages were just continued to be delivered. All these shipping nightmarish stories make me wonder if I continue buying on EBay. Lol, just received an 8% ebucks invite - noooooo, I am not falling into this trap again. Never ever again!

If you put in a hold they are suppose to hold ALL mail at the post office. Have you spoken with your local post master? You should also put in a formal complaint to USPS? Someone at your PO is not doing their job.
You do have the option of getting a PO box. I think the smallest one is around $35 for 6 months (at least that is the price at mine) Have your items shipped to the PO box and they will have no other choice but to hold them.
It's not an Ebay problem with mail but a USPS problem. You would have to stop ordering online altogether, which seems like a serious inconvenience you shouldnt have to do, if you PO was just doing their job.
