WHen I try to add any listing to promoted listings I get a message that
says I need to try to add again, which does no good... Been having this

This Sucks so much. As a Auto Parts seller, I have a lot of items that
are over 3lbs but still fit in that regional rate A. I use it regularly.
I have enough items listed in those boxes that I have a special
"regional rate" area in my listed storage....
