After fully paying for an item sold from Chile and to be sent through registered mail with tracking to the Philippines I discovered that the tracking number given me is for a registered parcel going to Hongkong:
Correos Chile tracking has not indicated the destination country despite the item being tagged as already having left Chile. Two package tracking sites, 17track.net and https://www.trackingmore.com indicated that the destination country is HongKong instead of my country, Philippines. My country's post office tracking system. https://tnt.phlpost.gov.ph also has no data on the tracking number given by this eBay seller from Chile. I just need advice on when can I report to eBay this fake tracking number for a parcel supposedly shipped on December 28, 2017? Does eBay and PayPal have an email support team where I can report this? I just noticed that a lot of the recent sales of this seller have no feedback from the buyers which leads to suspect that this is a systematic fraud being perpetrated. Hoping this message would be read by top anti-fraud managers of eBay and PayPal. Thanks in advance!

Did you email the seller to verify they sent you the correct tracking number? If so, or if you don't hear back from the seller, you should call ebay.

Seller refused to answer my last message on a query from me for him to possibly send through Expedited Mail Service if I buy more of the same item. I have confirmed from the United Nations agency, Universal Postal Union that my parcel's destination country is HongKong and not the Philippines. The seller has less than one hundred feedback comments for several years of being in eBay and this made me suspect that the false tracking number for my item is deliberate and not because of being so busy with selling. He sold around ten items of the same kind last year and I noticed that there are no feedback comments on the ten units purchased last year.

Got his message from "Universal Postal Union" global tracking website: "2 items have been found with the same tracking number". It seems that my parcel got first routed to Hong Kong as "destination country" by Correos Chile before being routed to the Philippines from Hong Kong. The Philippine Postal Corporation website tracking shows that a package from Hong Kong just came in recently. Glad to have discovered the global tracking website of the Universal Postal Union: http://globaltracktrace.ptc.post
