Hi,
I ordered an item from ebay from a seller who had only 3 quantity of the product left. In a few hours i got a email from ebay saying "your order is being shipped! ". But the next day i got this email from ebay.
"We're writing to let you know that we've removed an item you recently won due to concerns with the seller's account:
XXXXXXXXXXXXX
Since you've already paid for the item, you don't need to do anything else. If your item hasn't arrived yet, it should arrive soon. If it doesn't, then you'll want to open a case in our Resolution Center. You can learn how to do this, plus find timelines for opening cases, at:"
I emailed the seller and also sent message through ebay to know if it was shipped but i havnt got any replies yet. I should wait till end delivery date to file "i didnt receive'?

Yes. One day past the ETA stated on your purchase, you can file a case for item not received = INR.

When a listing is removed, you can request a refund right away: It no longer has an estimated delivery date for which you must wait.
Click More Actions > I didn't receive it. Start an Item Not Received refund request, then wait 3 full business days to click Ask eBay to step in for your refund.

Click the Send Request button, come back the day after 3 business days have passed to click Ask eBay to step in, and get your refund in a few hours (even though eBay will say to wait 48 hours).
Then if the item arrives (it won't) and it's exactly as described, you can repay the seller.
