I have Hawaii excluded in my shipping preference but someone from Hawaii won an item I had up for auction and I am not sure what to do. Do I ship it or contact the buyer and let him know I don't ship to Hawaii and refund the buyer. This is first time this has happen.

If it is an item that ships USPS and is not very heavy, the price is not much more to ship to Hawaii than east coast to west coast.
The only listings in which I exclude Hawaii, Alaska and PR are the ones that ship UPS Ground because they are large and heavy.

Why are you excluding Hawaii?
You are showing "Free shipping" on many of your items, and USPS shipping to Hawaii (including shipping by the eBay Standard Envelope - ESE) is identical to USPS shipping to the 48 contiguous states).
So what have you got against Hawaii?

Poi. I don't ship to Hawaii because of poi (jk).
Once you're shipping to Zone 8 it doesn't matter if that's Hawaii, Guam or Tinian (Google it, I sent a PM parcel there once, same cost as shipping to Los Angeles for me).

Hawaii is zone 8 but isn’t Guam and other territories usps zone 9?

I just remember when I sold something to Tinian I:
a. had to Google it
b. was surprised the shipping was the same as LA for me
c. wondered how I could deliver the mail there in the tropics
I just looked and LA and Tinian are the same cost for 1lb Priority Mail for me.
