Just got this message from ebay telling me that they are excited to announce the expansion of eBay International Shipping to Puerto Rico! This proves that ebay has no idea what they are doing! Puerto Rico is a United States Territory and as such the USPS treats it as just another state in America. There IS NO SURCHARGE to Puerto Rico nor is it International shipping. GOOD GRIEF!!!

I have never had a problem shipping to Puerto Rico and will continue to ship directly. As well for Alaska and Hawaii. Seems to me to be just another scheme to increase revenue for eBay.

That's not the point. Some sellers don't want to ship to PR/AK/HI because they only ship with UPS/FedEx, or of the perceived high costs/long delivery. Ebay is opened the EIS package forwarding to these locations exactly for these reasons, and it will still carry the same EIS benefits that you will not be responsible for returns, refunds, negative feedback, or payment disputes, and ebay will handle it all for the seller at no cost to the seller.

Perhaps this means that eBay will extend eIS which is a Seller Protection program to all shipments.
- After shipment reaches the eIS plant, the seller is no longer responsible for delivery.
- Plant is central equalizing distance charges (eg east coast to west coast/ FL to HI)
- Nothing equivalent to the "customs delay" scam is possible. (Leaving the shipment with the carrier until there is an INR refund then picking it up.)
- Return shipping labels only have to go to the eIS plant.
- Damage in shipping (after receipt by eIS) is the responsibility of eIS.

Yes. You can offer both direct shipping and EIS shipping. The buyer can pick either one if you offer a direct ship option AND are enrolled in EIS. The buyer will see 2 different shipping costs, shipping methods, and delivery estimated, and can pick the one they like the most.

I don't foresee ebay opening up a complete domestic shipping solution just to air-gap sellers at the cost of ebay and additional shipping costs for the buyer and double (or longer) delivery time length. Not only that, but that would be an absolutely MONUMENTAL amount of logistics required.
I believe a more reasonable solution would be "bad buyer insurance" with the same requirements of the current EIS program (above standard or higher seller status, and average or lower INAD returns). Sellers could pay X percent to have an ebay-managed return program (returns accepted at no cost to the seller) and no-hassle protection against ALL payment disputes. I could see this being a reasonable compromise, since that's ultimately what you want, isn't it?

For me. I sell wheels that are 30lbs or more with free FedEx ground which cost no more than 35.00 but to Puerto Rico it's like 119.00 so it would be nice for me other than I sold a wheel today & eBay didn't have the international shipping address just straight to Puerto Rico. So I guess I'm cancelling the sale & refunding the money. For me I was hoping to see the Glendale heights address

I have never seen or heard of U.S. Customs delay scams ! I recently noticed USPS Delay scams at their ISC sorting centers by blaming U.S. Customs . based on couple of U.S. Customs rep's and supervisor's from Public relations I talked with ,that USPS has managed to **bleep** them off by having folks call them up about their packages and delay issue for delivery . when Customs has processed the packages through at their end .

For USPS yes it is domestic.
UPS/FedEx consider it international and you need customs/brokerage clearance.
As far as I know there is currently no way to only allow USPS shipping options to PR if you have both USPS and UPS/FedEx shipping options in your listings.

I ship to PR frequently even with ESEs, but I have occasionally run into people who put PR as their Country. In that case USPS doesn't ship there. Can't even print the postage. If this lets them buy still at a higher cost, good enough!

I moved to PR a few months ago, I sold and purchased many items over the years while living in the US. I am absolutely amazed with the ebay shipping costs to PR. I see items for sale that cost say $40 weight hardly nothing and aren’t oversized items yet sellers have shipping to PR set at over $100. The very same item would only cost a few bucks to ship from east coast to west coast for example. Its a rip off and some sellers are taking advantage of PR residents with the shipping costs. Hell…I’ve purchased items from China while in the US that cost hardly nothing to ship. What’s going on? I for one have not purchased or sold anything since moving to PR and will probably never do so again. Ebay has gotten plenty messages about these issues from PR customers but I guess they don’t care…I guess they’re making so much money they don’t need anymore from PR.

Any news on when this will be implemented ? I've had 2 lost in Puerto Rico in the last month.
If it costs me a possible sale, tough nuggets for me. But USPS success rate to the wonky addresses in Puerto Rico is really terrible. Risk Management says we need to exclude sales to outlying protectorates because they consistantly cost me money. I might as well spend high dollar on postage and throw the box into the ocean.

I also need updated info regarding shipping to Puerto Rico from US. Buyer bought and paid. ebay generated the label..
Do I need to do anything more than attach the label and ship? I'm worried, the item is very sentimental to me.
