I have been plagued by lost or stolen packages shipping to California and wondering if sales can be restricted to a state since they don't even prosecute mail theft anymore.If not I will just refund money and give "product no longer available" as reason.Santa Monica,Ca. has suspended service there because mail carriers are being attacked.

If your package says DELIVERED, you are refunding when you don't have to! Stop doing this. Tell them to report this to there PO. If they file a case, you put in tracking and you will win. You are not responsible for theft at all!
As for lost packages, I had an issue with Van Nuys, they most incompetent PO I have ever seen! So if you insure all packages going to Cali, they have to pay you for lost ones. So you can be covered both ways, do calculated shipping, make the cost higher by adding weight to cover the extra cost.

My solution to this problem is to put a disclaimer about shipping to certain big cities (see my items). I have not had people from those places ordering much lately, and my auction prices have been getting better despite this. Rarely someone in California wants one of my items, and if they are outside of the big cities, I tell them okay and ship it anyway. If they order and are from a place I don't want to ship to, I ask them to kindly provide an acceptable address.
I ALWAYS charge shipping, despite Ebay's campaign to encourage sellers to pay for free shipping, and if items are expensive to ship, they are prohibitive to California because I am across the country.
Furthermore, if sellers are not responsible for theft after delivery, what about theft BEFORE delivery:

There’s theft in every city are you planning on cancelling purchases to all those other cities too? Hope you are cancelling for out of stock because there’s nothing wrong with the buyers address. And I’m sure the buyers didn’t request it.
It is the buyers responsibility to ensure a safe location for their items. If you ship it gets delivered and a porch pirate takes it , it’s not on you, it’s on the buyer.

Perhaps the reason that you had to go back so far is that it's not as big a problem as you think. The link that you provided goes to a story that's nearly two years old.
