About a month ago, I sold an item to a buyer at the best offer price. About a week after receiving it the buyer contacts me regarding the order and how it did not work. I understood his concerns and assumed it was a faulty device so I offered him a return for a refund or I can send a replacement without the need of a return. The buyer did not respond back and I assumed he got it working. Almost a month later, a few days before the return gate closed he sends a message replying to my choices and chose the return for a refund and I guided him and told him how to make a return. He opened a return a few days later (A day before the gate closed) and never shipped back the item (Which was supposed to be shipped back on May 7th). He just gave me negative feedback for not giving him a refund in which I gladly offered. So I don't know if it's possible to get it removed or not since the buyer was not only unresponsive but had sufficient time to actually make the return.

yes its can be removed, just call ebay helpline to appeal department and explain them situation they will see your messages and buyer messages and feedback can be removed, i had such situation and feedback was removed.
do not reach to feedback removal department, reach to appeal department, feedback department only follow what policy say without looking in to situation.i have such kind of cases and get removed feedback, so after feedback removed ,report this buyer to ebay.
in case if appeal department not help you than call again and reach to appeal department and talk to different cs person, sometimes cs person is not good in evaluation even if you are right .
if in case appeal department not work out than offer full refund to customer with agreement he will remove or withdraw negative feedback after receiving of refund, after he confirm you than issue him refund partial or full whatever you make a agreement.
DO NOT DELAY, feedback will not be able to remove after 5 days after being left.

I’m gonna go out on a limb and say yes, it’ll be removed if you call and did not reply to the FB.

This is misinformation that keeps getting passed on over and over again on the board. It doesn't matter if the OP responded to the FB, if it is removeable, it is removeable regardless of whether it is responded to. I think a lot of people keep getting Etsy and eBay confuzzled in their policies. In Etsy, if you respond to the review, the buyer cannot revise it, eBay doesn't care.

Why would you want to pay to have a buyer return an item that was a B.O. on a $5.54 w/ free shipping? I would have just refunded.

Responding has no bearing on whether a violating feedback is removed or not.

I offered to send a replacement just so I can keep the buyer happy. I could not just refund as eBay's policy automatically approves of returns now so it already paid for the label.

You could have easily refunded. If you refunded before the buyer shipped you wouldn't be billed for the label.
You can avoid labels being issued automatically by requiring an RMA number in your site preferences for returns.

My items aren't quite that inexpensive, but I require a return on every item provided it is in the same condition shipped and have not problem paying return shipping. If the item isn't in the same condition as shipped, I deny the return.
