Hi there, I was wondering if I can get an advice with the problem I'm facing.
So I sold a phone and I shipped it through USPS Priority mail on 1/16/2021 to FL, and the item arrived on 1/19/2021. Here's the confusing part, the delivered zip code shows different zip codes (33206) from the buyer address (33172). When I'm looking at the tracking history, the package was on the right track out for delivery (33172), but the delivered zip code was different (33206). I checked on the map 33206 is about 24 miles from 33172, it doesn't make sense that the usps driver will go across town to deliver to the wrong address. I feel like USPS will not make a mistake like that. I was hoping maybe a scanner glitch or something. The buyer just contacted me couple days ago and asking for a refund stated he never received the item. I opened a case with usps for further investigation for lost package, so far they haven't responded. Here's my gut feeling, I believed the package has been delivered and the buyer noticed the different zip code and try to scam me, I don't know, I could be wrong. (I attached the time line of the tracking)
What should I do going forward?
Any advice would help.

The buyer likely had this sent to a reshipper (Aeropost) and needs to take up non-receipt with them. That, or they know of the zip code issue and are trying to scam you.
Did the buyer open an item not received claim? If they did then upload tracking to the claim. If they haven't opened a claim then let them know the package was delivered to their reshipper on January 19 so they need to contact them for further info.

If your problem is the Aeropost zip code 33206, you won't be able to use that address to calculate shipping because eBay doesn't yet recognize it. But you could probably use an adjacent zip within Miami for that purpose. Zip 33206 is embedded within zip 33172 as a Commercial Mail Receiving Agency (CMRA). The U.S. Post Office for zip 33172 is a block away from the Aeropost building that is in zip 33206 and both are near the Miami International Airport.

He has not open a case yet, we've been just private message each other. The more I talked to him the more i regret making the sale. So you are actually correct, the address that he gave me is a reshipper company called "Servetimega". He actually lives in Columbia, so he used that carrier to ship his ebay purchases to his home country. He told me he contacted the Servetimega customer service and says they didn't see any package from me.

Thats what I told him, I fulfill my part, he kept insisting the zip code Is wrong therefore its my problem and I need to refund him. I'm just afraid Ebay and PayPal will win this case in his favor.

As long as tracking shows Delivered @fnu83 your buyer will lose an item not received case, eBay will close the case without issuing a refund, plus block feedback/remove any feedback already left. See this case a buyer lost because tracking shows Delivered.
Go completely silent, and stop responding to the buyer. And rather than the deception what your buyer claims customer service said, call the reshipper yourself, refer to the account on the address label, and learn that it arrived.
The reshippers are not scammers; they are running a business, with email & phone & website, and a physical location. But some of their customers are.

yeah he already gave me ultimatum about the refund and I just ignored him. I know sometimes PayPal will reside with the buyer, that's the one thing I'm worried about.
I will contact the reshipper and ask my self, thank you for your suggestion.

If its going to columbia... it will take longer...if he keeps asking tell him to wait a bit. Many of the delivery services are behind schedule because of covid..

The address that he gave me its a reshipper company for South America countries. He doesn't even lives In the U.S. He's saying that he rented a mailbox on that company and that company will ship any item that he purchased online from eBay to his country.
