It shows delivered just got home and package is not here

The first party you need to check with is the post office/delivery person or you could ask your seller if they will call them.  It's much easier for you since you live there, though.  It's just common sense.   If a seller is willing, then you will need to let them know your post office location so they can try to reach them.  I have done so for a buyer before, but usually if there is a delivery problem, it is much easier to solve on the recipient's end.

The obvious thing to do is to visit your delivery office and ask them where it was delivered to, blaming the seller ( which you are ) is totally wrong, explain why you think they are at fault ? Luckily E Bay will protect the seller from your Negative opinion.

OP, check with your Post Office.  File a police report for theft if the Post Office confirms delivery to your address.

 

A seller's responsibility MUST end somewhere, and a delivered scan makes perfect sense, otherwise sellers would be giving their items away and would be quickly driven out of business.

The easier you are to offend the easier you are to control.

If the seller provided the tracking number to eBay, you will automatically lose an item not received case and your feedback will be removed.

Your bank will not investigate why you didn't get your package.  You need to contact the carrier that was supposed to deliver the package and ask them to do a package trace.  The merchant that sold you your item is not responsible for the missing package either.  The merchant shipped your item as the tracking proves and according to that information it was delivered.  You can file an eBay  claim for item not received, but you will lose because the merchant has the tracking information that shows it was delivered.  None of this is the merchant's fault. You need to check with your neighbors to see if perhaps they might have it, or it could have been delivered to the wrong address.

I don't know if anyone else noticed that you are a new buyer on eBay and don't know how things work here.  You need to take time to read the buying and selling policies as it's quite clear that you don't know how to resolve issues.  Most people reading what you have written will put you on their BB list and rightly so.  You don't get to ding the seller because you might have a porch thief, and if you leave this seller negative feedback they can have it removed.
