I have two local USPS offices near me. Not sure if it's a nationwide or local policy change but the two offices near me are now only doing regional scans moving forward. I'm currently Top Rated and have been for quite some time. Since this change, I'm getting a TON of late shipment defects. FedEx/UPS isn't a viable option for the products I sell (far too expensive for small/light items). I've tried fighting to remove these late shipment defects but eBay has refused to remove them. Seems like something completely out of my control, but I understand it doesn't coincide with their policy.
Is there anything I can do on my end about this? I've been selling here for 10+ years full time but it looks like I may need to actively pursue other outlets to sell my items moving forward. 😞

You need to go to the Postmaster and start there.
Then file a complaint on the USPS website.
The last thing local postmasters want is a complaint to trickle down.
Have you tried using a scan sheet? That is one scan for all your daily packages. It is available when you do bulk shipping.
THe post office also has an office of the consumer advocate. If all else fails, start complaining to them.

Certainly talk to the Post master at each location.........bypass the clerks.........and Certainly use the USPS website to complain if you can't get any action from him/her.

I bribe one of my mail carriers (contract carrier, not an actual employee).
The actual employee wants more more more to scan (helps her somehow with vacation pay)

Can you possibly extend your handling times? I noticed the same issue with my post office, but have been okay due to my longer handling times which gives me wiggle room for the scans to show up from the regional distribution locations.

Pretty common problem.
If you are not relying on top rated plus to make sales, increase your handling time as @fern*wood suggests.

My mail carrier tells me they just get busy and don't scan sometimes. I drop most stuff in the mailbox anyway and sometimes the first scan is the destination post office, worse though when someone pitches in to help and still has their scanner set on delivered so it gets scanned as delivered, still tracks on the USPS website but not in ebay.

I have a cutoff time at my post office at 3pm if I want my item to depart on the next truck at 1030am the next morning. 19 hour delay right off the bat even leaving town.
And if I take if after 3pm, it won't leave until the day after the next morning, almost a full 2 day delay. (43 hours)
So, if someone purchases after 3pm, it doesn't depart town for 43 hours, even if I drop it off before 5pm on the same day. Cutoff is 3pm to depart next day.
It used to be I could drop things off same day until 5pm to leave town the next day...the postal service has really reduced services at my little station. ᓚᘏᗢ

I switched to three day handling time to help with that. I have been told different things by different people on that. No one seems to know for sure.

I read somewhere last year about some post office hubs are getting combined and some shutting down.
And Tennessee was one state mentioned.
I believe it is going to be a losing battle to keep the Top Rated status eventually for many.
Just a thought about it.
I think it mostly the northeast and a few southern states that are affected by the USA Postmaster.
It's just not sustainable for 'tracking' to keep up with all the future changes.

I live in a small town in rural Iowa and have never had any such issues. What happens when you drop off a package and ask for a receipt? Until this year's holiday season, I had never asked for a receipt, but thought it would be a good idea to start getting them as additional proof of acceptance. My postmaster told me that the receipts print automatically whether the customer wants one or not, so now I always get one (plus, I have an app that awards points for each receipt, even these, so it's even more of a benefit). The receipt is generated when the package is weighed and scanned as accepted. I don't think any PO is allowed to arbitrarily deny service - what if you're a customer that simply wants to ship to a family member that accidentally left something behind during their last visit, and wants to pay for shipping at the PO? The PO has to weigh and scan the package in order to charge the right amount, or are they refusing to ship any package?
