Is it permissible to use Ebay standard envelope for other categories outside of the listed allowable categories such as trading cards? I sell some inexpensive patches. It see that Ebay will allow me to check off that option in the shipping options when I list such an item but will I actually be allowed to use that option after the sale is completed and I go to print out the label?

Why would you want to? The tracking record for the Standard Envelope service is terrible. You will find many complaints on this board from sellers getting INRs because eBay doesn't accept the SE tracking as proof of delivery.

I think your answer is in your question. You are not allowed to use the eBay standard envelope in categories where it is not allowed.

This is a major glitch in eBay's listing form: Sellers are allowed to offer a shipping service which they will not be able to purchase through eBay, and are not given any heads-up alert about this service gap. "Standard" envelope shipping is available in only a few categories, even though many other items fit the physical criteria. If you choose an ineligible category, you can still offer the Standard envelope in your listing, and the buyer can still choose it, but you will not find it among the options when you go to purchase your postage.

I am not interested in the tracking, but Ebay is. Last week for the umpteeth time Ebay removed my TRS status because I sold some $3.99 patches sent in an envelope without tracking.

You could open another account to sell your items to be shipped with stamps so it won't affect your TRS account, that's what I did anyway

I did this for years on another account and used Letter Track https://www.letter-track.com/
You purchase in bulk, I forget how much it cost, but it was around 20 cents per envelope. I sold small paper items shipped in a regular envelope with a stamp.
It is pure tracking only, no pickup scan or delivery scan. I would enter the buyer's email when I printed the labels so the buyer would be emailed the tracking progress. Never once had an item not received case.
My account was above standard, I had zero percent tracking uploaded, 100% on time delivery. With no tracking uploaded, it does not count against shipping metrics at all UNLESS the buyer actually reports the item as being late.

I have been selling and shipping patches and decals using the ESE with no problem. They are a part of the program and those options should be readily available. I have found that the trick is that when you print the label to be sure you enter one ounce and an envelope size of 8x5x1 (or some similar size). If you do not list the thickness as one inch the option doesn't show.
