Hi,
I wanna know how we can inform INTERNATIONAL BUYERS ON POTENTIAL IMPORT CHARGES, as ebay request us to do. I mean eBay collects in some case but not in other cases. if we are using Global shipping programme then eBay will do it behalf of us. But if we use international shipping methods then they say we have to inform. How an we inform the buyers about that?

Your question is just wrong. Read ebay help pages. Good luck.

ebay informed us many years to take out the stuff about customs in the description ot terms of sale
'
the reason being is that ebay wants a uniform response to this
when an international sale is made the buyer is always informed of the fact that there could be taxes/vat whatever its called.ebay does not want the buyers to be confused by a sellers message about it.
ebay informs all buyers about this.that is why if its mentioned in bad feedback it qualifies for removal

Put this notice in your description:
International Buyers – Please Note:
Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying. These charges are normally collected by the delivering freight (shipping) company or when you pick the item up – do not confuse them for additional shipping charges. We do not mark merchandise values below value or mark items as "gifts" - US and International government regulations prohibit such behavior.

It would be impossible to keep up with the customs charges/fees for 170 +/- countries. It would be easier for the buyer to assume responsibility for this.
