If an item that I shipped in missing in transit, who handles the refund?

Hello, I have had some recently shipped items "missing" and USPS tracking shows they are sitting "in transit".  Am I responsible for issuing the refund to the buyer or does eBay assist?  I did an online chat with eBay and they said "don't worry, you're protected." But I have no idea what that means.  I have one international item that is sitting in transit and several domestic items that appear to be missing in action too.  Any advice for a relatively new seller?

The postal service is overwhelmed, Don't jump the gun. I had a package 4 days WITH NO SCAN. I thought maybe I bought the label but it didn't print, the buyer wanted to know why it wasn't shipped yet. I informed him the postal service has been missing scans but I would reship the item. Sure enough that same night (4th night after shipped) it was scanned 2 states away. Never heard from the customer again and he got 2 for 1.

If a buyer files a claim for "Item not received," then the only protection you have is a delivery scan. Without that, the buyer will get a full refund, and it comes out of your pocket, not eBay's.

If your non-delivered package has insurance, then you can file a claim, but you still need to refund your buyer.

Unless you used the GSP, you are responsible for any lost packages and you'll have to refund when the buyers file an INR.
