First of all I'm not an US based seller. I ship worldwide. Until now I use flat rate shipping for all countries (except US because no matter where you are from, US shipping described as domestic shipping) but in that way I should either undercharge or overcharge buyers. Shipping to Europa and Australia isn't costs same. I can't afford that anyway and decided to create more detailed calculated shipping policies. But on the menu there's only USPS UPS and ebay international delivery options like I'm from US. Just another problem that eBay's Americentric mindset created. I send a message to customer service about the issue. Answer couldn't be more irrelevant with the issue.
Here it is :
I understand that you are concerned about the shipping rates for different international location.
You do not need to set up shipping options on each individual listing as you can just apply the already created shipping policy on them.
You can mention the handling period, the shipping services name cost and whether you accept returns.
These policies can then be applied when creating new listings or even used to update multiple existing listings.
At the same time, you can define specific shipping costs based on the shipping destinations using the shipping rate table.
So, you can create your own rate tables detailing your shipping charges for each area based on various locations.
To apply your created domestic/international rate table, you will have to select "Flat rate: Same cost to all buyers" under shipping. Rate table can be applied to your shipping policy/on listing.
There are 3 ways you can specify shipping costs in your shipping tables:
-- By item: Your shipping cost depends on where you're shipping the item and the shipping method you use. This is the recommended method. Because, it helps to set buyer expectations and reduce shipping questions as you mention the exact cost to their location.
-- By weight: You set a fixed base cost for any destination and shipping method and then add an additional fixed amount per pound.
-- By surcharge: You set a fixed base cost and then add a surcharge to it for any destination and shipping method.
I would like to add that, calculated shipping can only be used when your item is physically located in USA.

You can set shipping rate table as per you are charged from the carrier company for different location.

Every single poster on this thread and the CS rep that you worked with gave you accurate advice and understands your problem/question perfectly.
You want to set up calculated for international sales. You're running into a problem because the only shipping carriers shown are domestic to the US.
The answer has already been stated numerous time, but I will repeat it:
eBay.com is not programmed for calculated international shipping unless you are using a domestic (re: US-based) carrier. This is not a glitch. This is intentional programming.
As a seller shipping from outside the US, you cannot use calculated shipping for international sales. It is not systematically possible.
Others have already suggested pathways you can use - all of them involve a form of flat rate shipping and rate tables allow you to set up different prices for different regions.
Calculated shipping is not an option for sellers listing on .com when shipping from outside the US. This is the way the system is programmed. International shipping carriers are not integrated into the eBay shipping calculator.
Even domestically US sellers are restricted to 3 carriers within the eBay shipping calculator even though we have the option of using other services (like DHL, freight services and more).
Sorry for the bold font, but I thought it was important to emphasize the point. We DO understand your request. The answer is it is not possible to set things up the way you want. Use a different method - that's all you can do. Good luck.

I don't expect from eBay to calculate shipping for me !!!! You guys still didn't understand what I told. I will manually set prices for different regions and countries but it isn't show me international shipping options.

I see if I choose flat rate (same costs to all buyers) I can still set different rates for different regions. It is really misleading. When I choose different rates for different countries it isn't same costs to all buyers.
But some cheerleader will come and tell me no it isn't a misleading.

OK so if you are calculating shipping yourself and using flat rates, then set up flat rate shipping with rate tables as suggested above. That will accomplish exactly what you want to do - setting prices for different international regions and countries.

Try this. Go to this page:
Set up a couple of rate tables. Come back and tell us exactly what parts of that page are giving you problems and which specific function you need but cannot complete using that page.
If that doesn't help then the only thing I can suggest is speak with other sellers in your country and ask them for assistance.

Isn't flat rate supposed to be same shipping cost for all buyers except US. Even eBay's own description correct me. When I choose different rates for different regions this is not flat rate but eBay calling it that way, no problem for me. But is misleading.

Calculated shipping means that the shipping cost varies depending what the carrier charges from the sellers location to the the buyers location. Because .com only has US based carriers you can’t use calculated shipping. Flat rate means that you pic a Rate to charge to all buyers in that region. You decide on that rate by looking a the carrier you will be using and decide how to charge to that region.
For example, you are charging a flat rate to the US right now as everyone in the US will be paying one flat rate. You are also charging a flat rate to the rest of the world right now and describing it as standard international shipping. You can also use the description economy international shipping and expedited international shipping. If you use separate descriptions for different regions each region should show separately. Or you can use the shipping rate table described earlier. Either way you need to pic rates based on what your carrier is going to charge you.

Flat rate is a fixed rate, but it does not mean that you have to charge that same rate to all international buyers.
Check the link posted above for creating rate tables. You can set up a different flat/fixed rate for any country/region you choose to ship to. Trust us, this will accomplish what you're looking to do which is set up a different rate for each region.
Without rate tables then yes, you'd be charging the same flat rate to all international customers unless you fudged it based on service as PJ mentioned upthread. But with rate tables you can set up different flat rates based on country/region. Once the rate tables are created, go into the listing form, select flat rate, then apply the rate tables.

Thanks for clarifying but I can still set different rates for different regions on flat rate option without creating a shipping table. This is what I'll do.
