Regional can only be priced if the package is stated as 3# and the shipment is straight Priority - since there is no Regional options.
Of course this would yield incorrect UPS rates since actually shipping weight is 10#.
How to offer both since only a single package weight can be specified?

I tried creating a new auction using Basic tool and still do not get the Regional Rate option.
I'm wondering if your Account Type determines what forms you get? I appear to have the 23 year old obsolete Individual account, neither a Business or Personal one. Maybe that is the problem.

Did you try scrolling down to the very bottom of the "expedited" options section?

There are no ramifications related to the tax laws, because the IRS definition of "business" is not connected to having an eBay "business" account nor a government "business" license.
I thought that "individual" and "personal" accounts were the same thing. OTOH, why not just update it to a business account? It takes just a few minutes, there are no additional fees or taxes, and you might gain access to handy tools.

I guess you'll have to switch to the business tool.

Where did you get that frame you posted with the Regional "at the end?"
I just went through the Basic and Business for a new listing and couldn't find such a screen.
But it does appear that you have to use the Business tool to get Regional. In the Business tool you have a window with a drop down arrow which shows a pop up list where Regional is present. Here is a image of the Business tool Regional selection which you posted previously: (thanks!)

According to @wastingtime101 , the second image that I posted is from "the "unified" listing form AKA copycat of the app. (It sucks.)" I got to it by clicking on a pop-up window when I opened the draft that had originally been prepared with the regular business form.
You will probably have no regrets if you switch to the business tool and/or upgrade to a business account.

I'm hesitant to even answer this question because the unified listing tool really is that bad. But ... I can access it from the business listing tool. On the top right of the listing form there's a link that says something like "try our new listing tool." You might see something similar on the quick tool you're currently using.

I have an "individual" account, and have listing options that include the "regional rate" boxes.
