Attempted delivery scan- no access

I'm just wondering how these play out. I've heard of it but it's a first  for me. I'm guessing they'll retry and thenThey probably have an angry dog or something...They probably have an angry dog or something... return if that doesn't work. But how does this work as far as refunding shipping etc? I probably can't get more details until Monday. Any one has this one happen?

This could be a business that was closed on a Saturday and it will be delivered on Monday.

OKAY, let me explain.... I'm a mail carrier,....

 

This scan can be used if there is an issue such as the road is blocked by an accident or a work crew. 

 

It is also what we use if we miss a package because it is the only scan that doesn't require us to scan and leave a 3849 slip such as we do if we need a signature and no one is home. I used this scan twice last week. One small, 3" square package that literally hid at the beginning of the route and my Jeep was packed full. I just couldn't find it until the back was somewhat emptied out. The second I had a flat light plastic Amazon package and it was very windy. I put these types of packages in totes in delivery order. What I expect happened was when I reached back for the previous package this got pulled up and the wind from my open window blew it to the back cargo area. Both packages were delivered the following day. My route averages 200+ packages per day as well as the mail and multiple flyers.

 

My recommendation is for you to remain calm. Don't contact the buyer, don't refund, just wait. If it doesn't show delivery in the next few days (delivery days)then set the money aside in case a INR is filed.

@lja440  Thanks for the quick reply! Yes, I know you're a USPS carrier so I'm glad you saw this. I'm not freaking out, I just haven't had it happen before. This isn't a complaint or anti-anybody post. I just have to wait and see. I am a little nervous about refunds and who gets stuck paying for what when it's beyond my control (ebay policy stuff). I kinda have to wait for Sunday to pass, I'll definitely post back. It'll probably be fine.

I totally get it (the eBay policy stuff) that's why I have backed off selling here, for the most part, I have switched to my B&M and Facebook marketplace. I leave eBay for the items I don't have a market for in my area.

Most of the time you'll see a delivery scan within a couple of days @annadryl. If for some reason the package can't be delivered, I think the PO holds it for 10 days before processing a Return to Sender.

 

When that happens you are not required by eBay policy to do anything. However, the "right" thing to do is make sure the buyer gets some kind of refund or the item. First wait for the package to be returned to you. Once that happens, options include:

  • Use the "send refund" action to refund the buyer their item cost minus all of your non-refundable expenses such as shipping and eBay fees.
  • Cancel the order "problem with address" which issues a full refund to the buyer. Your eBay fees will be credited but you'll be out shipping costs.
  • Ask the buyer if they want to pay to have it re-shipped, making sure the address issue is worked out first. They can pay through PayPal (make sure you account for PayPal fees when you give them the shipping cost) and they can choose a different address since it's outside the original eBay transaction at this point.
  • Work out either the partial or full refund from points 1 & 2 and then tell the buyer they can repurchase when you relist. Or BBL if you are having issues with the buyer.

eBay considers this an attempted delivery so you're covered for any eBay claim. You are not covered if the buyer files an INR by way of a credit card chargeback, which is another reason to support working something out immediately such as a partial refund minus your expenses.

 

It's up to you if you want to give the buyer a choice or if you simply take action.

The same thing happened to me after a buyer bought an item from me and shipped the item to him.
A few days later the item was sent back to me by the post office in that country without going to the buyer.
The buyer then asks for a refund.
I gave him the money back.

Side question to you as a USPS mail carrier regarding community postal lockers.    There was a time when my mail carrier would use 2 lockers if required.  Recently, my mail carrier has been playing tetris and squeezes what they can into one locker and then leaves the orange slip for any additional packages.   Now I don't know for sure if other lockers were available when I received orange slips, but the timing of getting orange slips vs 2 keys for 2 postal lockers lines up. 

 

Maybe I have new a new carrier?   

 

Real question - is there a rule that each resident can have only 1 key?    There are 3 lockers available.

 

I am strictly curious.  Maybe I need to start retrieving mail daily.  🙂

Not a rule.  the more likely explanation is that all other parcel lockers were full already.  Package volume is skyrocketing.

This is not a proper use of the No Access scan, and not all carriers misuse the scan in this way.  There is another scan for delayed at office (or some such wording) available to cover carrier error on rural mail carrier scanner menus.

Indeed, at my office we deliver Amazon in addition to USPS packages and handoffs from UPS and FedEx. 

 

Saturday was an anomaly as I only had 56 packages where most days I have 200+ (I hope today isn't too heavy for the sub). My office has 7 routes (2 city, 5 rural) and Amazon typically brings 4 to 6 pallets stacked so high and wide they have trouble getting them through the doors.

I have never seen that scan available, I wish my scanner had it.

 


Edit time expired.

 

Our scanners now no longer have package look-ahead either. I mark my packages and put smaller ones in order but creating any sort of order on the larger ones is usually impossible. I just have to shove them in my jeep where they fit. And I can't come back to reload as I am the furthest route from the office and it is already 99 miles long.
