How to offer UPS and USPS Regional Flat Rate in same listing

Regional can only be priced if the package is stated as 3# and the shipment is straight Priority - since there is no Regional options.

Of course this would yield incorrect UPS rates since actually shipping weight is 10#.

How to offer both since only a single package weight can be specified?

Just specify the actual package weight.

eBay has added the Regional boxes as options in the listing setup.

The Regional options were added almost 2 years ago @tomatbay so as the poster above said, you can enter actual weight.

Just make sure that you're familiar with UPS dimensional weight charges. As long as the dimensional weight doesn't exceed the actual weight then the shipping calculator will work fine. If the dimensional weight exceeds the actual weight, then you'll need to enter the dimensional weight into the listing so buyers are charged correct UPS rates. Fortunately, regional rates are not weight-based so entering a higher weight won't affect buyers that select the USPS regional option.

When you print the label you can made adjustments and enter the actual weight.

"Fortunately, regional rates are not weight-based so entering a higher weight won't affect buyers that select the USPS regional option."

But the Regional boxes have a weight limit.  You can't use Regional A for a weight over 15 pounds, and for B the limit is 20 pounds.  I don't know how eBay would handle a listing with a weight over 15 pounds; they might overlook it, or they might show the calculated price for the actual weight rather than the Regional A price.

The only way to know for sure would be to test it. OP can create the listing then check the shipping tab to see what's shown to buyers.

I'm not talking about choosing USPS Regional Rate when printing the Label.

I'm talking about having the Buyer choose between UPS and Regional Rate when they purchase the item.  This lets the Buyer choose the cheaper service which is dependent on their location.  If they are in Alaska UPS is crazy expensive while USPS  rate is the same as shipping to CA.

eBay does NOT support a Regional Rate choice when a listing is created (I just checked one of my active listings and there is NO Regional Rate available to choose.

Yes they do. Are you using the quick listing tool, the business listing tool, the app?

The screen shot that I posted above is taken from the Services menu on the listing form. We must be using different versions of it. Here's another screen shot, from the same draft listing, taken just now.

I decided to test it out @nobody*s_perfect. The system will prevent the listing from being published when you offer calculated Regional shipping and exceed the weight limit.

Stock?  (Don't tell me eBay in all their Infinite Wisdom makes you use the Business tool to get Regional shipping option for the listing?)

NOTE:  I don't use the Business tool because I am not a business.

You don't have to be a business to use that tool. Business is another way of saying it's an advanced form with more options. The quick form is intended for hobby sellers that don't want a lot of options and don't need more advanced shipping options. If you're on the quick form then you'll probably have to switch over to the advanced form to access regional boxes.

That is not the screen I get.  I'm using the Basic tool.  I think you may  be using the Business tool.

Since I am not a business so I don't use the Business tool.

Are you referring to the "new" form? I've lost track of the forms and their nicknames.  I switched to a different version and the Regional boxes are there, stuck at the bottom of the list below the UPS and FedEx options.

FYI for the OP: the screenshot in post 13 is the "unified" listing form AKA copycat of the app. (It sucks.)

Your pic of the Radio Buttons is similar to the Basic form I used a couple months ago to create my current listings.  Maybe a listing made with Old Forms stay as such.  Maybe simply relisting will give me the Regional option in a Basic listing.

OT:  ACCOUNT PROBLEM:  I may have another problem:  I don't have a Business or Personal account when I check my account on eBay.  I joined 23 years ago and have an Individual account.  I suppose there are ramifications of that, possibly good or bad regarding the transition into new tax laws.  Don't know if I should get it changed to a Personal or leave it alone.
