How to issue a partual refund on a return

Ebay says to wait for item to be returned and check it before issuing full refund, says can issue a partial refund for items returned that have been used but know where can I find how to issue a partial refund on a returned item. can someone explain please

@4dogg18   Wait until the item is returned and delivery confirmation to your location completes.  The next step in the claim process will be the page for you to issue the refund ... below is a link to the Seller Protections ... note that these apply to Top Rated Sellers or those offering Free Returns on their listing.  Read the section "An item is returned after it was used or damaged by the buyer"

You can only offer a partial refund if you meet one of the following criteria:

1. You are a Top Rated Seller, and the listing has a 30-day or longer buyer-paid return policy.
2. Your listing has 30-day or longer free (seller-paid) returns.

I don't think you meet either of those two criteria.

I don't think it will close the return ... if the buyer is satisfied with the partial refund, then you shouldn't have a problem with doing it through PayPal.  But, if not, the buyer can escalate the return ("Ask eBay to step in"), and eBay will refund the balance.
