How to add handling fee to International Shipping (but not domestic) ??

It used to be really easy to add handling fee to international shipping.  Now I can't find it anywhere. Someone please point out how to add say $3 handling fee to the international shipping price.  Shipping prices varies according to the destination.  I just want to add $3 on top of that for my expense.

some of the OP's listings use eIS and some use direct shipping, at least to Canada (where I am).  I could be wrong, but I think the only way this is possible is if eIS refuses to handle some of the OP's listings, so those would be the ones that get kicked over to direct shipping.

You are wrong. 😉

Sellers can choose to offer direct shipping to some or all countries which will overwrite eIS settings.

If the seller offered eIS with no direct shipping option, and the country in question isn't blocked with an exclusion, and the item isn't eligible for eIS, you'd see a message saying you had to contact the seller for shipping rates. You would not see a specified service like Priority International.

Any listing of the OP's that specifies a direct shipping method to a country was set up by the seller, not as a default of eIS ineligibility.

I'm not referring to country exclusions but rather to categories that eIS may not support.

The screenshots provided by @mel_koa show a note from eBay that states:

When you choose another international shipping service, we'll use it instead of eBay International Shipping, wherever applicable.  (My emphasis.)

What does "wherever applicable" mean in this context?  To me, that note means that the sellers chosen alternative shipping method will be employed only in instances where eIS--for whatever reason--is not applicable.

Yes, I understand that. I said the country is not blocked by an exclusion as just one of the criteria.

Wherever applicable means countries chosen by the seller for direct shipping.

If you set up direct ship to Canada and only Canada, then buyers in Canada will see direct shipping but the rest of the world will see eIS. Canada is where direct ship is applicable; the rest of the world is not.

If you set up direct shipping worldwide, but add country exclusions, then only non-excluded counties are applicable.

You can have both eIS and direct shipping on the same listing, but not to the same country.

In the example above with direct ship to Canada, if someone from the UK doesn't see eIS because the item is blocked, that UK buyer will not see a direct ship cost because the seller set up direct ship exclusively to Canada. See my last post for an explanation of what the UK buyer would see.

Re: How to add handling fee to International Shipping (but not domestic) ??

So I'm confused. I have tries direct shipping to Canada only. I'm in eIS, my listings don't seem to do both.

And eBays website says to remove all and only leave domestic services.

To keep it simple @robbie31415 :

Removing all direct international shipping triggers eIS for all (eligible) listings.

Offering direct ship to Canada and only Canada means Canada will see direct ship (no eIS) and the rest of the world will see eIS (no direct ship).

I'll have to try again maybe they changed it as I signed up with eis before it was with the public.

Before if I was opted in to eIS but had direct shipping to Canada, then my listing would opt out of eis and would only show avaliable to Canada and US.

However, if I set it to no international shipping then then the listing would be eligible for eis.
