It used to be really easy to add handling fee to international shipping. Now I can't find it anywhere. Someone please point out how to add say $3 handling fee to the international shipping price. Shipping prices varies according to the destination. I just want to add $3 on top of that for my expense.

If you are enrolled in the new eBay International Shipping program (EIS), there is NO need to add a "handling" fee: You just ship each package to the eBay shipping hub here in the USA, and the EIS takes care of everything else.
The EIS charges sellers only domestic shipping rates to the eBay shipping hub, and EIS takes care of all the shipping after that -- so NO extra labor and handling for eBay sellers.

Maybe so -- but eBay sellers need only ship via USPS Ground Advantage, or USPS Media, or whatever -- once the item reaches the eBay shipping hub, EIS takes over, and re-ships to the buyer's destination, using whatever international shipping handler that is chosen by eBay.
I have made several EIS shipments lately, shipping to EIS via USPS Ground Advantage and USPS Media -- without any problems or complains.

I understand how eIS works.
I'm saying they aren't using it and shipping directly to the international customer with USPS Priority International.

I could be wrong, but I think the only way this is possible is if eIS refuses to handle some of the OP's listings, so those would be the ones that get kicked over to direct shipping.
At any rate, I don't think the OP has much to worry about re: the handling charge. I don't think many Canadian buyers are going to jump at buying a US$76 set of AV cables with US$45.50 Priority International shipping. I realize that post office charges aren't the seller's fault, but why these can't go by First Class Package International is beyond me. The list of countries served by eDELCON is reasonably extensive and covers most major and major-ish markets now.

To add a handling fee @mel_koa you have to be using calculated shipping, not flat shipping.
If you're not using business policies you should see the option to add a handling fee on the shipping section of the listing form.

Sellers can choose to offer direct shipping to some or all countries which will overwrite eIS settings.
If the seller offered eIS with no direct shipping option, and the country in question isn't blocked with an exclusion, and the item isn't eligible for eIS, you'd see a message saying you had to contact the seller for shipping rates. You would not see a specified service like Priority International.
Any listing of the OP's that specifies a direct shipping method to a country was set up by the seller, not as a default of eIS ineligibility.

At the top right of the listing form @mel_koa do you seen an option that says switch to business tool?
I think that screenshot might be from the quick lister so you may not see all options (like handling fees).
If you're on the unified/business lister, what do you see a little higher on the page? Next to the SHIPPING header on the right do you see something that says "see shipping options" - it could be that you need to toggle a slider to make handling fee appear.
Since I use biz policies my view is not exactly the same which is why I'm offering several areas to check instead of a direct answer.

I found it. Thanks @wastingtime101 . Just like you said, it's hidden in the shipping options. There is a slide bar that has to be turn on manually. Then the handling fee box will show up. OMG. why hide it and make it so difficult? Who wrote the user interface ??

Sorry to be a bit late to the party on this, @wastingtime101. I understand your post, but I'm not referring to country exclusions but rather to categories that eIS may not support.
The screenshots provided by @mel_koa show a note from eBay that states:
When you choose another international shipping service, we'll use it instead of eBay International Shipping, wherever applicable. (My emphasis.)
What does "wherever applicable" mean in this context? To me, that note means that the sellers chosen alternative shipping method will be employed only in instances where eIS--for whatever reason--is not applicable.

From my understanding if you choose a direct international shipping service then eIS will not work for that listing.
EIS is offered when the listing says no international shipping but are opted into the program.
