How can I open a Package Research Case?

It won't help you. All they do is send your inquiry to the destination post office where they look at the same tracking you are looking at and tell you they will deliver the package when/if it gets to them.

hover on help on far right.

select missing mail

Did that and it did not show any indication on the tracking number.
