How do I add a shipping surcharge to all my listings when using a flat rate shipping across Board?

I've been getting alot of Hawaii and Puerto Rico sales lately and would like to know how to tack on a surcharge to all my listing for these regions? I use a flat rat shipping on all my listings and DO NOT want to change to calculated. Just want to add surcharge to Regions that are far from me to ship.

Yeah, but then everyone pays the extra handling charge or increased shipping fee.

This seller is just against West Coast and PR sales as the wish to penalize them in particular.

The short answer is that you can't.  You would either have to exclude them from your shipping locations or increase your flat rate across the board.  Hawaii and Puerto Rico are still USA and are included in the zone tables.

 That is incorrect. You can set up rate tables with different flat prices for different states. It's under Site preferences/Shipping preferences.

yup, the only way to do it and not penalize other buyers is to set up shipping rules and tables which can be set up for just the regions the OP wants.
