A buyer bought an item from me and checked off "Local Pick Up" by mistake. She wants me to send her an invoice for the Shipping amount for calculated postage to her zip code. How do I do this?

You can send an invoice through Paypal.
You will need her email address. You can simply ask for it without fear since you already have an order with her.

I didn't think about Paypal, because all my Ebay Sales go through Ebay to my checking. But I can't make a Lable through Paypal, because the sale wasn't connected through them anymore. So when I receive the money though Paypal, I will have to buy a Lable the old fashioned way at the Post Office. Is that right?

No - you'll still be able to print via eBay.
The shipping module does not care if/how the shipping is paid for by the buyer. Lots of my items have "free shipping" even though we all know that shipping is not free. You'll have to fund it with pending payouts or a linked PP account.

Ask Buyer for shipping fees via PayPal and purchase mail service independently
Just make sure you mail the item with 'signature required' option. Rule on local pickup says;
"If you don't want to use the app, ask the buyer to sign a copy of the eBay order form at the time of pickup."

After getting the buyer's email address, go to your PayPal account. On the top you will see an icon for "Send/Request". Hit that and choose "request". On the right is an option to create an invoice and send it to her. You can then buy postage on PayPal and create a label also. It will debit your PayPal account or credit card or bank account depending on how you have it set up.

If the buyer hasn't paid yet, you can just send a new (replacement) invoice with the shipping charge shown.

I'm not sure this would be necessary so long as OP has been communicating with buyer via eBay messages so it is clear in a dispute that the buyer requested the shipping.
If the OP uses a shipping service with tracking and uploads that number in eBay, it would show that the package was delivered and the buyer requested it be shipped.
The signature on the order form for local pickup is in place to attempt to convey a form of "tracking", though I can't see eBay siding with the seller in a dispute - a signature that is not noterized means very little - I can sign any name I feel like and say it was the buyer picking something up. I thought the QR code in the app was a great addition for local pickup items.

The Signature Upon Delivery, is a legal procedure. That's why all legal documents are sent with signiture verification service
Tracking shows a delivery to an address which is not part of Sales Venue. Sales Venue is the contract between Buyer and Seller, indicating delivery as 'Local Pickup'. In Local Pickup process, Seller is obligated to get a signature, I'll check I D and write down the number as well. After all, you don't know this person coming in to pickup a paid item
Proof of Delivery needs a signature. It's the best to invest $1.50, so no problems rise later

Sure, but you're making some assumptions here (as am I).
Per your user and and items listed you deal in jewelry and some very high dollar items. OP doesn't have anything listed over $200 - so additional fees add up quickly.
I'm not sure what shipping service you are using with only $1.50 for signature confirmation - I just checked one I need to ship today and it is $2.90 via USPS priority mail. USPS has had their delivery people "sign" for receivers, to the point of some delivery people just signing and leaving in the mailbox without actually talking to a receiver so there would be a giant loophole for unscrupulous buyers to say that they never signed for the package, and since the signature would not match - legally you'd be screwed as a seller.
You're also assuming that eBay is going to back the seller in the signature situation - I wouldn't hold my breath, and we've all agreed to arbitration rather than legal proceedings. eBay has held for years that so long as the package shows delivered to the buyer's zip code and it falls under the $750 threshold they will back the seller in a item not received claim. I've not had a legit INR claim in years where I used the address specified as the ship to address and it showed delivered to the proper zip code.
A final thought - I've had buyers get mad over signature required delivery, as is a requirement for eBay for items over $750. It can be incredibly inconvenient for a buyer to arrange for someone to be home for delivery, and/or get to the post office during counter hours.
There is assuring your high dollar items arrive safely and there is taking it too far. OP has not sold anything over $150 in the last 90 days on this account - there are plenty of ways for a unscrupulous buyer to screw a seller out of a item without adding the potential of a unhappy buyer and additional expense of signature on delivery.

You got a $1 difference in signing up for a service!? You pay too much for signature delivery postage because your items are heavier. That's understandable
It doesn't matter if Buyer doesn't sign a receipt or complains about eBay's methods of delivery, Sellers need to do what they have been signed up to follow. The guidelines clearly say a signature is required. Seller should follow the guidelines, if the process fails or Buyer dislikes the procedures, Seller is not at fault here

First of all - it's common practice on this board when we are trying to help fellow sellers navigate issues to look at the items they are selling. It doesn't take Sherlock Holmes to figure it out, since right next to their name on these boards is a clickable blue link to see their listed items. And sellers use sold listings all the time to identify the going price on this platform for items. Listings are not considered private on this platform. If you want privacy, find a different selling platform.
Second, this is factually wrong:

This is only true in two situations, per the user agreement on eBay:
1 - if you are completing a local pickup and not using the QR code via the app.
2 - if the item, shipping & sales tax is above $750.
That's it. Hard stop. Your tolerance level for signature delivery is completely up to you as a seller and if you want to make a buyer complete signature on USPS delivery for a $10 cell phone holder (as an example, since you're apparently weirded out that I can see what you sell) that is up to you as a seller. But to say that EVERYTHING, regardless of delivery method or price, requires a signature confirmation for seller protection is just wrong.
OP - sorry that this has gotten somewhat derailed, Hopefully you were able to work out a way to collect the shipping charge from your buyer. It's actually one of the things that eBay needs to fix - a way to invoice for additional agreed upon charges after a sale without having to refund and repurchase or make some weird additional listing to clear it. I had a buyer contact me after purchase who wanted to pay for expedited shipping. It took some hoops to get it worked out.

No, you can use pirate ship, PayPal multi-order shipping tool, or USPS online shipping.

2-1/2 year old thread.
PayPay is completing the sale outside of eBay.
eBay wants their fee on shipping! Buyers should go to their cart and request a total. Then the seller can amend the invoice to include shipping.
