I try to avoid one buyer that always change his name, I want to block his state.

You can't block a state. After only 11 sales, you already have a buyer that's causing this much trouble? Bummer...

You can’t block states but you can definitely block the buyer. Buyer Management
You can also report the buyer

It seems like the OP's problem is that, when/if the buyer is blocked, he/she just comes up with another ID.

Blocked a buyer last week for non payment and he has created 2 more accounts and made offers on the same item he originally never paid for.

Email that buyer and let them know that you will be reporting them each time that they make a new name. You will continue to cancel the sale. Definitely report them. Buyers can not create a new account to bid after they were blocked by a seller. If worse comes to worse, take that item off for now and list it in a month or so.

I've don't that and they did nothing. It's happened a few times. They're glad to just have another buyer account signed up.

I have started putting in each description that I am no longer selling to CA, OR, NM, WA, AZ, TX, because of the high cost of shipping. I also state that if they buy from any of these states their order will be cancelled and the monies refunded. Make sure that if you cancel the order you put Buyer requested to cancel, that way eBay doesn't hit you for being out of stock, etc. To me it's not worth the cost of doing business to these States anymore. I don't rely on eBay as a sole source of income, so it's no big deal if I lose some sales. Told three other friends that sell in eBay and they are going to try it, because they are also getting hit with shipping costs. And if a buyer wants to return it and you accept the return you have to pay for that high postage again. Just my two cents

That's a quick way to get your account suspended @justdugup . You can't exclude any states other than AK/HI and that has to be done within your shipping settings. If you cancel just because a buyer is on the west coast, eBay will catch up to what you're doing and apply sanctions.
Shipping should not be an issue. Use calculated shipping with accurate weight and dimensions on your listing and buyer will cover 100% of the shipping costs.
I see you offer "free shipping" for many items. That's on you then - you need to either increase your item cost enough to cover shipping to the west coast, or you need to set up rate tables so you can offer free shipping to certain regions but charge a ship cost to other regions. It's all within your control.

You're setting yourself up for a suspension.
You're welcome to cancel orders (dumb but it's your choice) but you cannot lie about the reason. And if any of those buyers report you for it, your account will be toast.
EDIT: Oops, I posted before seeing that @wastingtime101 said the same thing!

You can't put buyer requested to cancel, when that's not true...that's some shady business... a buyer can report you for lying especially putting a bad mark on a buyer for canceling an item, when they never canceled, you shouldn't be even allowed to sell on ebay...that's so wrong what you are doing, unscrupulous practice.

Buyers don't even have to report the seller. eBay monitors cancellations and when sellers misuse buyer requested or problem with address, eBay catches on and changes them to out of stock defects, and slaps the seller with a policy violation, to boot.
