Grace Period for Top seller

I had a buyer purchase an item and asked to pick it up from my house.  I got dinged by Ebay for not providing tracking. I marked the item as shipped.

 

I sell super small stickers which I just use a first class stamp sometimes.  I got dinged by Ebay for no tracking......

 I am so confused.....

Please Advise

What is there to be confused about? 
You made a sale, didn't ship, delivered it in person instead and you didn't expect to get a defect uploading tracking on time and validated? 
What you should have done, if your buyer wanted to pick up instead you should have canceled the transaction and relisted with local pickup for the buyer to repay. When the buyer picks up you scan a QR code sent to the buyer when they purchased.

But now you have to worry about your buyer opening an item not received case that you will lose because you don't have tracking to prove delivery.

You can now use ebay standard envelope shipping for stickers, I believe. This service comes with (sorta) track

ing and satisfies ebay requirements for tracked shipping, you might want to look into it

What's confusing? No tracking affects your TRS rating, which requires "At least 95% of transaction have tracking uploaded within handling time and validated by carrier".  Maybe the fine print has some exceptions for local pickup (or delivery) items, but mailing in an envelope with just a stamp will affect your percentage.

If a customer wants to do local pickup but selects shipping when placing the order, the only way to avoid a negative impact on your metrics is to cancel the order and have them repurchase using the "LOCAL PICKUP" option. When the buyer selects local pickup, they are sent a code, which they provide when picking up the item. This code serves as proof that the item was collected, protecting you as the seller. If eBay is claiming that you didn’t provide tracking, it indicates that the item was originally ordered with shipping selected.

You did a buyer pickup when your listing wasn't set up for it so now if they wanted to they can open an INR case and get all their money back. If buyer wanted to pickup you should have cancelled and relisted with local pickup as an option. Because of they way you did it you got a defect.

As mentioned above you need at least 95% of your items shipped with tracking uploaded or it affects your TRS rating.

Every time you just used a first class stamp you were getting dinged also.
