When an item is sent via global shipping, and then the buyer wants to return it, the shipping cost that seller was supposed to refund was $70 more than what the buyer paid at the time of purchase. Shouldn't we be told at the time the item is shipped globally what the additional shipping cost will be so we are not shocked when we have to pay a much higher return shipping cost?

Have you reached out to the global shipping center, they paid the global shipping center for postage- you didn't receive that money? was something wrong with the item or do they just want to return it?

This is why I stay away from eBay global shipping. My understanding is if you ship using eBay global shipping, the buyer will be charged additional fees that you won't see by eBay for processing the paperwork and marking the package.
If you wish to ship globally, best to do it yourself.
I would mark listings "no returns", but make sure you give solid details and clean photos. If the shopper has questions, they can ask questions and request additional photos before they buy.
Note: who knows what your going to get back. Hope this is being processed through an open case so eBay can monitor and you can confirm the same identical item was returned.

The buyer paid quite a bit more in shipping when they made the purchase but the international portion was paid to the gsp, you just received the domestic portion.
I'm hoping that you didn't pay for a return because the item was damaged during shipping. If that was the case, then the gsp would be the ones who would be responsible for refunding and wouldn't require the item to be shipped back.
