I have tried to figure this out all day.......why would my Free Shipping option not show up to be chosen under “Domestic Shipping”? I have he options under Shipment Type of: Flat: same cost to all buyers, Calculated:Cost varies by buyer location and No shipping: Local pickup only. There isnt an option for “Free Shipping”. What am I doing wrong? Thank you.

On the advanced form you are not seeing this box to check mark for free shipping?
Is this the form you are seeing ?
I wouldn't think you use the quick form with your selling history but I have that screen shot also if you want to see it.

There are several versions of the listing form. Try this: choose flat or calculated, and then the checkbox for Free shipping will probably show up next to it.

It didn’t work. I just tried it again. I even rebooted my computer and everything. It is nowhere to be found.

Didn't know OP was referring to Mobile , thats one of the issues with trying to help here
so many listing options , Mobile, Advanced, Quick , 3rd party.
also FYI ebay & Paypal split in 2015 ebay doesn't own Paypal

On mobile, you need to tap the "Users Pay $X.XX" and change it to free shipping 😉

eBay and PayPal have been separate companies since 2015 (4 Years ago this month). You pay eBay for the service of showing your items to the world. You pay PayPal for the service of processing your payment.
There's no "double dipping" and it is nowhere near 20%
FVF is 10% in most categories. FVF is charged on the total amount of the sale
PayPal is 2.9%+0.30 on the total amount of the sale.
$25 Item + $Free Shipping = $25 Total --- $2.50 FVF / $1.03 PayPal
$20 Item + $5 Shipping = $25 Total --- $2.50 FVF / $1.03 PayPal
$15 Item + $10 Shipping = $25 Total --- $2.50 FVF / $1.03 PayPal
$10 Item + $15 Shipping = $25 Total --- $2.50 FVF / $1.03 PayPal
$5 Item + $20 Shipping = $25 Total --- $2.50 FVF / $1.03 PayPal

I would take a very close look at the managed payments rates … if you think you are going to be saving money, you are in for a surprise. Especially look at the "per listing" transaction fee (not per order, per listing)
