on the usps website. Know that the buyer may be required to 'show' the package to a postal inspector and they cannot ship it to you. If buyer doesn't want to do that- that's your problem, too bad but you must refund them.
Did buyer send you pictures?

As noted in the other post, you should ask the buyer to hold onto the entire package in case their PO wants to look at it as part of the claim process.

You didn't state the carrier but will assume it is USPS. It is actually easier for the receiver to file the claim with USPS but most don't know how to do so and it falls to the seller. You should go ahead and refund the buyer but as others said have them hold onto the package. If you can get their cooperation you may get USPS to reimburse you for the item. I have filed a few damage claims with USPS and the only ones I was able to get approved were those where I had the buyers assistance.
When the buyer takes the item into USPS for inspection if the PO approves the claim they will likely keep the item and the packing or offer a partial refund to fix the item and allow the receiver to keep the item.
