The seller didn't do anything that is against eBay policy, so I will assume you received a courtesy refund. That happens if you complain enough sometimes.

I might be wrong, but if seller is paying for return shipping, I think they can ship it anywhere they want.

That was mentioned to the op in at least two other threads but they must have kept pursuing it and were able to get some sort of refund.

It doesn't exist because it isn't a violation.
You probably got a courtesy refund from eBay. Which means the seller didn't refund the money, eBay did. They refunded you as a courtesy.

That's for bookkeeping:
Buyer --> pays --> Seller
Seller --> refunds --> Buyer
eBay --> gifts --> Seller
This way, the original transaction is zeroed out, then eBay gets a write-off.
