Hi, I was wondering if anyone could tell me whether or not I can use the free priority mail box for shipping via USPS Ground. Would that add a penalty or will they turn me away at USPS when I try to ship using the free priority mail box. This is under the circumstance that I print the shipping label through eBay and it says USPS parcel on the packaging label.. Has anyone tried doing this before? Thanks!

No. It even says so on the box.
As above, the pricing of Priority vs. Ground is not all that different anyway, plus in some cases Priority could even be slightly less, plus you will get faster throughput, plus you get $50 minimum insurance, so it would be hard to justify USPS Ground anyway, given that whatever it is you're shipping is evidently small enough to fit in a Priority Mail box. Just go Priority.

If you use Priority boxes, you have to pay Priority rates.

You cannot.
Unless you have a size problem or you are shipping hazardous materials, the cost of Priority Mail is almost the same as Ground (with discounted commercial prices). The item gets there quicker, it includes $50 of insurance, and boxes/envelopes are provided for free.

Priority boxes even say right on them that they are for Priority use only.

What you're asking about doing is illegal, and will result in a fine.

Since the item needs be be shipped using a GROUND method, then you need to find another box that is NOT priority.
