Trying to retrieve funds from a buyer.

Buyer has added the payment funds to ebay but I can't retrieve them as they don't list either of my banks and one of them is Chase!!!

Why does eBay make sending offers so difficult?

Isn't the goal here to sell things? Limiting the seller's ability send offers just makes no sense. If I send an offer and nobody bites, I'm not allowed to send another offer? Make it make sense.
