does returning empty packages scam still occur on ebay in recent years?

I am a new seller in ebay, is there any new policy on ebay that could protect the sellers wouldn't be harmed from this kind of scam?

I wonder whether ebay supports this kind of scam because they presumably put the buyers in favor position, even the sellers could prove that the buyers did it intentionally, the buyers still got a full refund from ebay. I have read lots of that kind of similar case, and I totally don't have any idea how come ebay could judge like this.

Personally I think ebay definitely should do something on this to balance the interests for both buyers and sellers.

i agree with you , i have experienced same thing two times, ebay has its own investigation process, after investigation they give decision, once decision is in any body favor, but still buyer can get money back not from ebay, but from paypal or through credit card charge back. ebay do not support this scam but buyers protect themselves by using paypal , i hope paypal should have access to ebay resolutions so they can see what is resolution before issuing refund to buyer, i submitted my feedback via telefonic conversation to ebay, and i was told they will consider it.
Tips : if you suspect buyer is scammer, report the buyer before he come to play with you, and also be polite and professional with buyer, try to get more evidences from buyers, but in some cases in some situation soemthing cannot be prove from buyer, from seller , example : if buyer say item is not working after he received it, who is going to prove it?

2 : always call ebay helpline to get help quickly, you cannot get all answers here , representative can help you in better way, if you are not satisfied with one representative than call again and talk to another representative.

First thing is to remember and remind yourself constantly, the majority of eBay transactions go along with no issues.  But we seldom hear about those.  We hear about the warts and blemishes in the process. 

Could eBay do more to prevent buyer and seller fraud?  Heck yah!  But they choose not to and try to push responsibility onto the seller without supplying any authority to help.

I simply don't sell items that are high scam items.  I might if the system was even slightly more seller friendly but eBay continues to make moves that disadvantage sellers and benefit dishonest buyers.

Yes, scams happen,  Just today a seller complained a buyer purchased a $7,000 bag and claimed it was counterfeit and provided a picture of an entirely different bag and serial number than the one sold and eBay forced the seller to refund.  Once a buyer opens a not as described claim it's all over for the seller.  They have to accept the return and refund when tracking shows delivered.  If the buyer returns a brick or used kitty litter the seller will still be forced to refund.
