Buyer to return an item, but no response from seller , so I try to "ASK Ebay to step in to help"

Is the button " Ask ebay to step in to help" automatically displayed after 3 days past only?

Now I could not see it on the return web page.

From my experience as a seller, anytime I would ask eBay to step in I would be the one that got stepped on from eBay.

That option is displayed after the end of 3 business days (business days are Monday-Friday, excluding holidays).  In other words, as soon as 3 business days are past, then the link will appear.

You only want to click on that link if you are a buyer ... sellers need to resolve the problem before that link appears.  Bad things happen to the seller when eBay is asked to step in.
