I'm just batting 1000 on ebay this month LOL Been a lot of firsts this month, and none of them good.
Had a buyer send back an item that he claimed was an incorrect item. I accepted the return and sent a return shipping label through ebay because it was a fairly low amount (<$30) and wasn't worth fighting, and the item had been purchased from a store that was going out of business last summer and could defintely have been mis-packaged (although I REALLY doubted it).
Rec'd the return today, and buyer sent back different item, in different damaged packging, very similar but most definitely NOT the item that was sent.
The good is that the item they sent back is worth as much or more than what i sold him (I gurantee he bought the wrong item first, then bought mine (the correct item) and used me as a free postage paid exchange service), so I won't lose much on the deal, just have to spend the time and effort selling it
I've already gone though the report buyer process.
My question is do I just refund and move on, or will ebay do something with my report and should I wait before I issue the refund? Also, worth filing a mail fraud claim with USPS or not?

eBay has a new policy concerning returns. It is fairly new so I doubt that any of us have had any real world experience with it.
BUT
Under the new rules you are allowed to issue a partial refund if there is something wrong with what they sent back. Their policy has always stated that returns must be in original saleable condition. Based on your description this is not that.
I am sure that the Nattering Nabobs of Negativism who populate t6ese boards will chime in and say eBay will just rake you over.
But, what the heck, it’s worth a try.

This is only available if the item was listed as free returns. I also thought that if the claim was a SNAD, that the option to give a partial refund was not available ... however, I just recently had a SNAD claim with free returns, and I saw the option to offer a partial refund was available.
To the OP: given what you described, it doesn't seem to me to be worth the battle, or that there's even a battle to be fought. The Money Back Guarantee enables this sort of dishonesty. Simply, because the buyer said in the SNAD claim that you sent the wrong item, then (of course) you are going to get back something that wasn't in the listing. I would just refund, and then I would submit a report about the buyer's dishonesty and that they abused the MBG program.

I would say that is much more than "good". You got somewhat of a nice scammer.

You really have no choice but to refund. Apparently, eBay no longer to dispute a SNAD claim. Of course, I would file a report with the USPS Postal Inspectors of possible Mail Fraud so they can investigate and at least have this person on their radar.

Definitely, file with the post office. If this guy does it to 10 people you are in the hundreds if he does it to 25 people he is now in the 1000s.

I always fight for my seller rights with scammer buyers, no matter the time and $ put into it.
And I report them to every agency possible.
It more often than not pays off.
