Buyer did not receive package, tracking states delivered.

I really did not want to post for help, thought I could get this information online. I have seen several different answers to this question. 

 

What is the definitive answer? Does there not have to be one?

 

Customer bought item. Tracking states it was delivered on predicted day. 4 days later customer contacts me stating he did not receive item. I gave customer tracking number again, sent link to USPS website for tracking and described the package. I also suggested he talk to neighbors and the mail carrier then go to his local post office with tracking info.

 

What more can I do? I am 1,000 miles away from the customers post office, I cannot personally go down there and speak with their post master. Do I file a claim with USPS or does the customer or does Ebay? Once USPS takes package they are assuming responsibility for said package? Am I liable for something I have no control over? I do not feel it is right giving a refund, shouldnt USPS reimburse the customer? Please help.

There is nothing you can do.

 

They need to reach out to their local PO for additional support.

Do not refund.   

 

As far as you are concerned, USPS is out of the picture because tracking shows delivered. 

 

And eBay has that delivery confirmation in its computers.

 

Buyer must file claim with eBay that item  has not been received.

 

If and when he does, you can respond with the tracking number, and if past practice holds, eBay will resolve in your favor.

You have done all you can.  The package has been misdelivered or stolen.  Either way, if the buyer files a claim with eBay for "Item not received," they will not win the case because you have delivery confirmation.

Since the tracking shows that the package was delivered there is almost no chance that the buyer can win a case with eBay for "Item not received" and likewise there is almost no chance of succeeding with an insurance claim with USPS for a lost package. Neither you nor the USPS owes the customer a refund.

 

However, if there had been no Delivery Confirmation, then eBay would expect you to give the buyer a full refund; then you could file a claim with USPS for the insurance on the lost package.

This is where I am getting confused. You and others say do not give refund. Others say to give a refund. As for the refund is it just sellers personal preference? Others also say it is my responsibility to file the claim, the customer is also saying this.

The exact same thing happened to me last year. I did not receive my package from ebay and it stated delivered. I, as the buyer, was told to file a claim with USPS, I did and received a reimbursement check about 3 weeks later.

What do I tell my customer?

The exact same thing happened to me last year. I bought an item through ebay and never received, tracking stated delivered. Ebay told me to file a claim with USPS. I did and received a reimbursement check about 3 weeks later. Was this a fluke? Should I tell my customer to file a claim with USPS like they told me? Or do I tell them to file through ebay?

If tracking shows it was delivered, their problem is with USPS.

Ask the buyer if it's possible it was stolen after delivery?

If tracking shows it was delivered, opening a claim won't do any good because they won't pay.

Wow, I've never heard of USPS issuing an insurance payout after a package showed Delivered. It sure wouldn't  hurt your buyer to try it.

The main (and perhaps only) reason for sellers to use tracking is to prove delivery.  If tracking means nothing in the case of an INR situation, why bother?

You can explain diplomatically to the buyer that tracking shows delivery.  He can contact the PO because there will usually be a picture available of the actual delivered address.

And you can also ask your buyer if there's any possibility of porch pirates.

I guess it depends on your approach to selling.   You could reimburse him now and ask him to send you payment via Paypal should the item arrive.  I might do that for something inexpensive, but would not necessarily expect to ever hear back.

 

Last week I reimbursed a customer for a book (which he ordered in late July) that was lost, and USPS tracking showed that it was never delivered, but rather stuck somewhere in the DC area.  (He never contacted me to complain, but I wanted to close the loop.)

 

In your case, I'd wait a few days.  The item may have been scanned as having been delivered and may still be on its way.  Perhaps explain that to the buyer.   Ask him to keep in contact.

 

If he's rational he will understand.  If not he will make a fuss and file an INR, which he will lose.

 

There are no hard and fast rules.   

 

As a matter or principle I believe in being flexible after a decent interval has passed because that is just good customer service.  

 

PS: Do you have any reason to suspect that he might not be telling the truth?

If buyer did not open an eBay claim...there is nothing to do.

I have had buyers open a claim after 90 days through eBay...eBay allows it.

It doesn't mean buyer will get a refund.

Some buyers just do it to see if they can get a refund.

I wouldn't even email the buyer anyone and would probably add buyer to my blocked list.

Just my personal thoughts.

I actually have. When they investigate it they check the GPS. If the GPS is off they will refund regardless If it's delivered. I've had packages delivered to a completely different zip code. Some are more obvious than others.

 

However the buyer should contact the PO. The PO will check GPS.
