I consider the solution given by e-Bay to be absurd for the following case:
The reasons why I consider the measure taken by E-Bay to be unacceptable are the following:
a) In fact, the delivery track say: Return to the sender processed.
b) On June 7th I sent a message to the seller requesting a refund because I was no longer in the United States, where the delivery should have taken place (I live in Brazil). Therefore, I am not in the least position to do what e-Bay recommends that is to pick up the product on the carrier. By the way, I do not even know if it's there since it's on the track like "Return to Sender Processed"
c) I got refund for all other purchases that were not delivered due to problems with the USPS that decided not to deliver several products at the address originally provided (while other shippers delivered). It must be emphasized that it was a problem completely beyond my control.
d) In summary, I will be charged for a product that I will never receive and that probably was or will be returned to the seller.
e) the value of the product can be whimsy, however, it is a huge shock to my belief that it is safe to buy through e-Bay.

Your debit card @alturi_64 was directly processed by PayPal. It's a little more work, but contact PayPal via Skype or social media. Ask to open and escalate an Item Not Received dispute; give PayPal the date, time and amount of your debit card payment, and your email address to receive the case updates. Did you get refunds already for the watch band and the perfume?

There is no information (like a return delivery confirmation date & time) that you provided that states the purchase was in fact returned to the seller. Until that happens the sellers owes you absolutely zero.
You may have simply "jumped the gun" by opening an INR case before the return process could be completed. Returns are not given a high priority by USPS so it may take longer than you think - guess you can contact USPS to get a more up to date status on the return - might be hard to do from Brazil but that is not the sellers issue - hopefully the originally tracking number will show a status update.
Not so certain you can reopen a case that has been decided but if you have hard evidence it was returned to the seller give it a shot - I would once I had all my ducks in a row. While the seller doesn't need to refund you, not even one Yankee dime, for something they don't have in their hands BUT if the package is back in their possession & undamaged they don't need to keep the item & your $ too.
In the end eBay is both the judge & jury.

Here are all the USPS Tracking events for the May 23 and time stamps for each on the OPs package.
For some reason USPS says the address was vacant on the May 23 - my guess USPS had a reason for doing so -
Can't speak for all those other shipments from DHL, UPS & FedEx that were reported to have been delivered on the same day - but I do find it odd that all four 3 delivered plus 1 attempted delivery on the same day - just saying

You cannot win an appeal at eBay @lindamiverbisk_0 because eBay considers any delivery problem e.g. Out for Delivery, Notice Left, Return To Sender, etc. the same as Delivered. In contrast, PayPal only considers your item delivered when tracking actually says Delivered.
Because you used a debit card directly at eBay, you need to contact PayPal to open then escalate an Item Not Received dispute. When you do it yourself, here's how a PayPal case looks when tracking never shows Delivered:
