I have been trying to print a first class package international label to AUSTRALIA, just 8 ounces, for over several hours, and ebay continues to state the service is not available, and try again later.
I hate the new interface over at Paypal, and I don't believe Click N Ship gives a discount. Oh well, I guess I have all day to try and print this label.

Well, my Stamps.com allows me to print internationally, first class packages. I can import my ebay sales and generate the labels that way. Same price as ebay commercial discount pricing for me as I don't currently qualify for the ebay top rated seller "discount" at this time.
And...they sync with ebay to update tracking info.

I also can not print international labels on both Ebay and Paypal for since yesterday when the USPS shipping rates increased. I certainly hope Ebay is aware and does not count these as late shipments!!

I wouldn't count on that.
There are other options available to you, including going to the counter to ship. I have a feeling that that will be eBay's stance.
If I had any FCPI going out today, I would be using my free Stamps.com account.

When I went to (unsuccesfully) print my label Sunday, the charge was $11.70 on eBay. PayPal calculated the charge at $14.00 when I tried that alternative, which also did not work. That's the same price charged when I printed the First Class International Parcel label on the USPS site this AM. Perhaps there was also a glitch at PayPal, with eBay not communicating their discount.

Stamps.com account is not really free. You have to pay shipping and handling charge for 5 pound scale (not very useful for most of us) and if you stay past the 4 week trial you pay $15,99 for first month.

Not for the "eBay" account ... as in my link that I posted up there.
It is completely free when you link your eBay account.
I've been a stamps.com customer for 4+ years and have never been charged a dime.

I was able to print up a first class package (3 lb. to Canada) using USPS website but there was no discount of course, so I lost money on shipping.
Hopefully ebay will fix this one of these days

Yes, I called and spoke with eBay about it last night. They are aware of the problem. Told me that the USPS system is updating + they don't know how long it will take. Try again in 24 hours. I asked if I'd get penalized for a late shipment + was told they thought it should be done by morning + I'd be able to print my label + get to the post office in time even though they had just said they didn't know how long it would be. I don't have a car + can't get to the post office. They pick up mail at my house midday. As of 11:00 am it still isn't working. If they say it was shipped late then I will call again + fight it or I beleive you can also appeal it online. If they knew this was going to be a possible issue they should have alerted sellers by email. The rep said multiple people had called about it.

Almost 12pm on east coast. still no FC intl on ebay or paypal.

What discount needs to be communicated? Again, IF eBay negotiated a discount with usps, it is NOT passed on to the seller. Same with PayPal. Both charge the USPS commercial rate. and even if eBay did get a special discount and pass it on to the seller, they would not communicate it to paypal, PayPal is a separate company. PayPal users wouldn’t get the eBay discounted rate.
