Can I offer some advice here? Perhaps not what you want to hear, but information that could be useful going forward?
When a sale starts to go bad or has gone bad then it is time to end things. If a seller has not shipped or shipped the wrong thing just get you money back. Seller has messed up or is playing games, why would you trust them to make it right?
The key then is making sure you file the correct kind of case and follow through the process. Do not allow the seller to hoodwink you into closing a case! You get one bite of the eBay Money Back Guarantee (MBG) apple and when that is closed you are done and have to do something else. Plus the MBG is the most protective of the buyer so it makes sense to keep being covered by those protections.
But it is a good thing that you found these boards as if you run into something like this again, you can ASK before acting and keep the MBG protections!
So hopefully you can get a resolution through PP so you don't have to pay $8 of "tuition"!
