Doesn't everyone have the opportunity to answer a question asked in the eBay community?

In most categories you can. Some require membership and one requires that you be a Mentor to answer questions.

Yes, aside from the previously noted exceptions, everyone has an opportunity to answer a question asked in the eBay community.

Please note, however, that starting new threads and responding to questions has no benefit to your selling account. Nothing you do in the Community garners points or makes an account appear more successful or more appealing in any way you can think of. Potential buyers who are looking at your account on the eBay buying and selling platform cannot see anything you've posted in the Community area.
