Buyer emailed me 2 weeks after tracking said it was delivered. She opened a claim against me, she said someone stole it off her porch. I told her it was delivered, and that I had no control over porch thieves. Will ebay side with me?

Here in Oregon the news shows videos of porch pirates asking for help identifying them. A day or so ago a thief walked up behind a delivery person and tried to grab a package, the delivery person fought back and the thief pepper sprayed him, TWICE!!! They are getting pretty brazen.

Why would you promote such misleading information? In this case, there is tracking that shows delivery. The seller is not responsible for what happens after that, like theft from the porch. All the seller has to do is enter the tracking info into the case.

Well, the OP didn't say what kind of case the buyer filed, just "a case" and apparently also emailed. I guess I must have assumed she filed a return, because I thought that ebay automatically 'bounced' a 'not received' case if tracking had a delivery scan.
But if that's NOT the case, why not? Seems like that would be a very easy thing for them to program, assuming the seller bought the label through ebay or uploaded the tracking number into the order details. Ebay could really save a lot of anger if it automatically tells the buyer "uh, yeah you DID receive the item, or at least your address did, and if something else happened the seller can't do anything about it". But you know, in ebay terms, involving the word "experience" somehow, lol.

That's a concern for Not As Described cases, not Item Not Received cases. This thread is about an INR, and the seller has tracking that shows Delivery.

She filed an INR? Respond to the ebay notice with your tracking, showing it was delivered, and you will win. As someone else stated, it's her responsibility to take her package in or have it delivered to a safe location.

We would be angry if buyers were channeled to start a Missing Parts or Pieces return request for an item they did not receive.
At least now, they might give up when they lose the Item Not Received case, since tracking shows delivered.

And an automatic loss would also mean that buyers who have been victims of the false address scam would be rejected-- even though they were in the right.
The scam being a tracking number that shows delivery-- but to a different address, perhaps even a different zipcode.

Here's where an important question comes in: do you have 'free returns' on your items? If so, the act of her simply filing a return automatically generated a return shipping label for her. If not, then the return screen is asking if you will accept the return, and if you click yes, it will give her that label. Either way, she will then have only a certain number of days (I don't know how many at this point--somebody else can say, but I think it's maybe 10 days?) to get the package moving back to you. But again, how can she ship you a package if she never received one?
Of course the risk is her sending you back a package of rocks or whatever, but that is something I've never seen anyone here claim actually happened to them, just a thing of legend.
Where are you seeing that the buyer opened a return request?

They opened an item not received case but we all know she received it. LOL! Tracking says delivered. Apparently someone possibly stole the item off her porch. At least that is what she is starting a case over.

Uh I think she will have to discover where the criminal put her item after they stole it off her porch. If the buyer can get the alleged stolen goods back maybe then they can send it back. Oh God, I just love these cases.

Every case I have had where buyer claims not delivered when tracking shows delivered I win. It gets a bit more time consuming when these buyer run to a chargeback to steal merch this way, but the usual outcome is ebay will protect the seller, even with a chargeback.

Right on! The seller can investigate the case for the buyer by contacting USPS and I will assume they can tell her where the package was delivered. I usually do that immediately with these INR’S.
