Buyer emailed me 2 weeks after tracking said it was delivered. She opened a claim against me, she said someone stole it off her porch. I told her it was delivered, and that I had no control over porch thieves. Will ebay side with me?

Since it's an item not received claim, returns don't come into play.
Someone that used to post here said they have a shelf in their warehouse full of rocks buyers returned instead of the auto parts they sell. I see reports of rocks, phone books, and other junk being returned all the time across different internet forums.

But if that's NOT the case, why not? Seems like that would be a very easy thing for them to program, assuming the seller bought the label through ebay or uploaded the tracking number into the order details.
There are legitimate cases where tracking shows delivered but the buyer didn't receive the package. One example is the scammer seller that pulls the same zip code scam (and that scam also works in reverse with buyer returns).
When an INR is opened it will usually stay open for 4 days. After 4 days either party can escalate. If tracking shows delivered it will close in the seller's favor unless the buyer can provide evidence that it's a scam. If neither party escalates then the INR will hang open for about a month before timing out due to inactivity.

The scam being a tracking number that shows delivery-- but to a different address, perhaps even a different zipcode.
To be precise, the scam involves delivery to a different address but within the same ZIP code. INR proof looks at only the City and ZIP; the street address is not viewable in on-line tracking.

Looks like yet another OP that has gone M.I.A. and will never return to answer any questions, provide an update, or thank anyone for giving the advice they needed.
For Christmas I want a way to flag such people, so that they can't make another post until they give closure to the last one.

WRONG. WRONG. WRONG.
If the tracking shows delivered, the seller will win the case. The seller must escalate the case and make sure that the uploaded tracking number is correct. It will close and the seller will win.

Glad to hear you won. On Amazon the buyer is King and they will not side with the seller when the buyer says they never got a package tracking shows delivered. I don't use Amazon's postage system, apparently that helps. Otherwise you'd better have signature confirmation.

There have been times that I have found that the item was being held at the PO for pick-up. I actually called the buyer's local PO. Most of the time, the PO will check with the driver, too. Your buyer may just be assuming it was a porch pirate.
