Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

Saler is seller. You're not a seller until you've been approved to sell and you have listings. However, you are a new member. Welcome to eBay.

Sell my hope on eBay,,,,,, you cannot sell 'hope' on eBay as it's not a tangible item. Did you  mean you hope to sell on eBay? 

Before you can sell you must first get a business license because Sri Lanka requires that if you are selling online. 

Then you must link a Payoneer account to eBay. After you sucessfully link to eBay it takes 2-4 weeks for eBay to approve you. They will send you an email when you're approved saying you're all set.

The type of Payoneer account matters. You can sell on either a personal eBay account or a business eBay account. Link an Individual Payoneer account to a personal eBay account, and a Company Payoneer account to a business eBay account. Payoneer will let you know right away if you're successfully linked to eBay.
