You should always sell your own items. How you do it is up to you. If you try to sell your neighbors items you may end up in jail.

Being that you're located in Sri Lanka I believe that you must first get registered with your government as a business then arrange to be able to receive payment and finally get eBay's final approval of your selling account. After that you will be free to list your items for sale provided they can be legally sold on eBay and in your country.

Actually, depending upon the laws of jurisdiction in which you reside, selling items that you do not own for someone else (acting as an agent for them) may require special licensing especially if you receive any compensation for it at all. I many states if you're selling an item at auction for someone else you may be required to have not only a valid auctioneers license but also a valid auction business license or be working under a licensed auction business as a employee.
Of course, I'm not familiar with the auction laws of the OP's country, Sri Lanka.

How are you going to handle the tax situation when the IRS sends you a 1099 for all of your income including your neighbors items? What if that extra income throws you into a higher tax bracket? You might want to consult a tax professional.
