You need to file for the exemption.....and eBay has not yet developed the software to file for the exemption.
It will be interesting to see if all sellers are affected -- they are not clear about their step-children -- vintage and collectible sellers. The article kept saying "new items".
It will be interesting to see how they are going to get all those sellers to file their necessary data before June. It happens to be the same information already in the hands of eBay Managed Payments.
It will also be interesting to see how well and who will be manning the hot line to report non-compliant sellers / fraud sellers / etc.

I read the article, and what you are trying to sell is that the Pentagon doesn't misplace or lose assets. Nice try but I worked for the Feds for over 33 years. I know plenty about the waste, theft, and misuse of taxpayer funds by billions as Procurement Mgr to Finance Director. And seriously, take a breath as I was only making a factual statement. Taxpayer fund theft is so rampant most people couldn't even begin to comprehend how massive it is. It isn't just contractors, it is internal by employees.

I wish there was a way to figure out where bidders are from
I had a few retracted bids on Breitling dials recently so I blocked them from bidding
next thing you know is another bidder who registered the same day doing the same thing
I also blocked them and called ebay
I said it sounds like the same bidder opened up a new account to get around my blocks
anyways the CSR said the IP was different
I could have sworn we used to be able to see what state or town a bidder was from
the CSR says only USA shows up now due to some security mumbo jumbo

I'd be willing to state, if we got rid of just half of this theft and waste we'd start coming out ahead as a country financially.

so, the stores have to let them steal < 800
they aren't prosecuted if caught
the cops are told not to stop them or there aren't enough cops
but, now they expect ebay to do all of their jobs?

I'd highly recommend reading the full text of the bill as well - there are some things eBay's summary doesn't address. 😉

To address some key points -
Yes, it only applies to new items.
The bill gives the marketplace the option to disclose the seller's contact info (when required) either on the listing page or in order confirmations.
Per eBay's help page, they have opted for the order confirmation, with details about what info is included subject to whether you meet the exceptions.
eBay is required to provide an electronic and telephonic means of reporting suspicious marketplace activity (likely existing reporting and support options will be enough to meet this)
And one piece I have not yet seen eBay address is this section, which could have very interesting implications for those who "drop ship" from other sellers and/or other marketplaces - eBay will be required to disclose if a seller uses a different seller to fulfill the order and, if the buyer requests it, provide the contact information for *that* seller as well.

I should be ok, I sell over 20K but 99.9% is used items. I just hope they don't have to verify my info again, had to summit my drivers license back in Oct. and they froze my account for 5 days.

The UK system, is MUCH different, business sellers in the UK must display their full information IN THE LISTING viewable by ANYONE.
The INFORM system only provides this information to ACTUAL BUYERS (after they have bought AND paid).
